Pilot Test for•Selenium Reduction,
Dear Mr. Gleason:
Per our conversation with you, Mr. Mike Parker and Mr. Richard Bridgeman of your office and Mr. Tom Belnick
and Mr. David Goodrich of the Raleigh -.office on July 21, 2003, . a description of.the.proposed pilot test•to reduce the
selenium concentration in the wastewater of the Allen Steam Station:ash basin follows for your review and approval.
Currently stop logs have been added to block the discharge flow from the ash basin tower to Lake Wylie due to the
selenium concentration exceeding the 31 µg/L maximum daily limit on July 15, 2003. The proposed pilot test
protocol to reduce the selenium concentration includes several options: -
• Pump wastewater from the vegetated ash delta, where the selenium concentration is currently less than
3 µg/L, to the.ash basin discharge tower (see line diagram)-
• Add ferric sulfate at 100 gallons per 5 MGD of effluent -upstream of :vegetated ash delta to enhance
precipitation of selenium (see attached lune diagram, and, MSD S -sheet);
• Possibly utilize the old ash basin for additional retention time and treatment in the vegetated deltas,
then pump back to the currently permitted ash basin discharge tower
Excavation of ash to form additional ash berms and increase the retention time within the ash basin is scheduled to
begin July 22, 2003. Also preparations. are underway to pump. wastewater from the vegetated ash delta within the
ash basin; where the selenium concentration is currently less than'3 pg/L, to -the -ash basin discharge tower. The
additional proposed.treatment options will be utilized as needed upon your approval. We anticipate completion of
the proposed pilot test by September 30, 2003.
Since the ash basin is nearing the .full pond.elevation, .your immediate review and approval of the suggested pilot test
