Wasteload Allocation Summary
(approach taken, correspondence with region, EPA, etc.)
This WLA is for outfall 002.
Outfall 002 discharges effluent from the ash basin. The ash basin receives a variety of
waste streams including stormwater runoff, oil storage run off, boiler cleaning wastewater, water
treatment system wastewater, wastewater from floor drains, sanitary wastewater, ash disposal
wastewater, and miscellaneous laboratory waste streams. The facility has consistently passed its
WET test since 1992. According to the region, groundwater remediation for #2 fuel oil, which has
not yet begun, is scheduled to start sometime this month.

Limit Changes due to:
An analysis of 1993-1995 DMR data indicates that the predicted maximum iron concentration in the
effluent is less than the allowable. Therefore, a limit for iron is no longer recommended.
However, iron concentrations in the effluent are high enough to warrant continued monitoring.
Per SOP monitoring for the following constituents is recommended for groundwater remediations
of fuel oil: fluorene, naphthalene, phenanthrene, phenol (WS classes), Fe, and Mn. Monitoring
for toluene, and MTBE is no longer recommended. These compounds are more commonly found
in gasoline remediations and are less common in fuel oil remediation.
Per SOP the EPA 624/625 monitoring series and benzene monitoring is recommended for
stormwater runoff from oil storage facilities. Although the 624/625 series includes benzene, more
frequent monitoring for benzene is recommended for discharges to WS classes. Monitoring for
chlorinated phenols is not recommended based on the available WLA information which states that
the facility does not use chlorine in any of its treatment or cleaning processes. If it is determined
that chlorine is used then monitoring for chlorinated phenols would be recommended.
The most recent APAM (1994) detected chromium in the effluent. Monitoring for chromium is
recommended since little effluent data is available for this metal.
Parameter(s) are water quality limited. For some parameters, the available load capacity of
the immediate receiving water will be consumed. This may affect future water quality based
effluent limitations for additional dischargers within this portion of the watershed.
No parameters are water quality limited, but this discharge may affect future allocations.
