Mr. Alligood called me before lunch and reiterated his concerns about our plans to pipe
in a portion of the ditch on his property (Parcel 3). Mr. Alligood advised that the
upstream ditches/canals connect back to the J& W Dismal Swamp which is not
supported by our plans but cannot be refuted without another field visit and more in
depth investigation of the off-site drainage area. Mr. Alligood advised that he would
donate whatever ROW or easements would be required if NCDOT agreed to a ditch in
lieu of the proposed 30" pipe. While I'm compelled to make the requested revision, I
need to point out the project is already permitted. I also want to make you aware that
previous designs for this ditch resulted in stream impacts in excess of 150LF and a
revised outlet point into Beaverdam Swamp. If we can get the proposed stream impacts
below the 150LF threshold, my recommendation is to revise the current approved
designs to a ditch. That being said, I feel it's prudent for the DEO to weigh in on this
matter since a permit modification will be required. I've attached a previous
unapproved design for this ditch for your information. Please advise on how you'd like
us to proceed on this matter asap or advise if a WebEx with all the involved parties is
desired. Thanks.

Hon,
The proposed 30" pipe was designed to convey the 10-yr discharge (16cfs) from the
68acre rural contributing basin without overtopping. Should there be a larger storm
event, the water would occupy the same flood plain area that the existing ditch
utilizes. Mr. Alligood should see no difference from the current conditions during a
rainfall event. If you have any additional questions, please give me a call. Thanks.

Mr. Lindon Alligood, property owner of parcel 3, has contacted us about the 30" side
drain pipe that would be placed in front of his property. He is concerned that a 30" pipe
might not be sufficient to carry all the water. Can you provide some insight/hydro data
for me to show him that a 30" will suffice?
