Mr. Alligood advised that the upstream ditches/canals connect back to the J& W Dismal Swamp which is not supported by our plans but cannot be refuted without another field visit and more in depth investigation of the off-site drainage area. Mr. Alligood advised that he would donate whatever ROW or easements would be required if NCDOT agreed to a ditch in lieu of the proposed 30" pipe. While I'm compelled to make the requested revision, I need to point out the project is already permitted. I also want to make you aware that previous designs for this ditch resulted in stream impacts in excess of 150LF and a revised outlet point into Beaverdam Swamp. If we can get the proposed stream impacts below the 150LF threshold, my recommendation is to revise the current approved designs to a ditch. That being said, I feel it's prudent for the DEO to weigh in on this matter since a permit modification will be required. I've attached a previous unapproved design for this ditch for your information. Please advise on how you'd like us to proceed on this matter asap or advise if a WebEx with all the involved parties is desired. Thanks. Should there be a larger storm event, the water would occupy the same flood plain area that the existing ditch utilizes.
