Below is the best available material quantity information I have to provide at the moment. Text was provided
by a colleague of mine in Engineering:
"The approximate overbuild quantities were 142 tons that would have to be redistributed over the slope
protection. I cannot give then a number of how much would be below or in the water. If I were to guess, I
would estimate that 100 tons might be below the Ordinary high water line."
Thank you for clarification on the in -water construction moratorium dates. Unless there's the dire need to
request any sort of leniency through continued coordination, the 15Feb-30Jun moratorium will be respected for
work below the normal water line.

I think it would be good to know the amount of material needed to be moved / replaced as well as how much of
it is under the normal water line. I understand "normal" may have a different meaning this spring, but that
information would be important.
The moratorium dates originally set for this project would still be the same dates requested if this project was
being presented again. The AFSA dates have not changed in this area and no new resources have been
identified.

I hope you've all been well.
Following the Corps' Engineering team's recent evaluation of the 'final' project survey for the Hookerton
Emergency Streambank Stabilization project, it was discovered that some riprap was improperly placed on the
Contentnea Creek bank and will require repairs (from land) prior to government acceptance. Contractor -
provided as -built cross sections are attached for reference, with green areas representing overbuild and red
areas representing underbuild.
The real purpose of this email is to request your guidance regarding in -water construction and the necessary
repair work. The original project held to an in -water construction moratorium spanning 15Feb-30Jun to
accommodate anadromous fishes in the project area, including endangered sturgeon species. Has this window
been revised in any way since we last addressed this issue? Is there any indication that in -water construction
could proceed before 30Jun this year? I understand that fish were on the move a little earlier this year due to
the mild winter.

Attached are four photos of the Corps' Hookerton Emergency Streambank Stabilization project. As you
can see, progress is good! The Corps anticipates construction being completed by mid-February, which in in-
line with the February 15 -June 30 in -water construction moratorium. Although unexpected, if anything
regarding construction timeline changes I'll inform you all ASAP.

There's a person in the Corps' construction section (I believe that's the correct section) that will be
visiting the project site Friday and taking some photographs. Once he returns, I can provide you with photos
and a better idea of when the project's construction is expected to be completed. It may be too early to know
but do have any idea about the upstream sturgeon/other anadromous fishes run in the project area, and if
they're expected to be on-time, early, or late this year?

Thanks. I fully understand. Construction is very weather dependent and we've had a wide variety of
streamflows over the last few months. There is the potential for some real high ones next week if I remember
Tony Young's weather forecast correctly.

Hey John,
The Hookerton Emergency Streambank Stabilization project's currently under
construction, so not completed just yet. I'm glad to say that despite Hurricane Matthew's best efforts, the bank
of Contentnea Creek closest to the WWTP cell held and the cell's dike didn't breach. Thank goodness!

We are currently developing plans and specs with the intent to begin contract
solicitation in July. Prospective award date will be in September with construction following shortly. The in -
water construction moratorium (Feb 15 -June 30) to accommodate anadromous fishes shouldn't be an issue. If
anything changes, I'll let you, NMFS, and NCWRC know.
