Higgins NC DEQ - Division of Water Resources 401 Wetland & Buffer Permitting Unit 1617 Mail Service Center Raleigh, North Carolina 27699-1617 Dear Ms. Higgins: May 5, 2017 The U.S. Army Corps of Engineers (Corps), on behalf of Fort Bragg, Directorate of Public Works (DPW), is seeking concurrence for a modification to an existing Section 401 Water Quality Certification (DWR # 15-1162) associated with Corps Action ID Number: SAW -2005- 01340. The original Certification Number 4045, issued on January 20, 2016, authorized 0.65 acre of wetland impact for the purpose of constructing three buildings and associated parking areas for the 21s' Special Tactics Squadron (STS). The current design reduces the number of buildings to be constructed to two, with associated parking and a reduced retention wall area. This reduction in the project scale reduces the 404 wetland impacts to only 0.51 acre (see enclosed updated engineering drawing). The new footprint reduces the wetland impact area for this project by 0.14 acre. The reduction in 404 wetland impacts reduces the amount of required wetland mitigation from 1.5 acres to 1.25 acres. A new acceptance letter from North Carolina Division of Mitigation Services was received on April 18, 2017. Thank you for your attention to this matter. ANY MITIGATION OF EXISTING WETLANDS SHALL BE COORDINATED WITH FORT BRAGG ENVIRONMENTAL. 3. ALL FEDERAL REGULATIONS REGARDING WETLAND BANKING AND MITIGATION SHALL BE ADHERED TO. 4. THE PERMITTING FOR THE DISTURBED WETLAND AREA AS SHOWN IN THE RFP DRAWINGS HAS BEEN APPROVED. ANY ADDITIONAL DISTURBANCE TO THE WETLAND WILL CAUSE A REVISION TO THE EXISTING PERMIT AND ANY ADDITIONAL COST SHALL BE INCURRED BY THE CONTRACTOR AND NOT THE FEDERAL GOVERNMENT. 5. THE CONTRACTOR SHALL BE RESPONSIBLE FOR COMPLYING WITH ALL CONDITIONS OF THE APPROVED PERMITS AS SHOWN IN APPENDIX Y. ALL NCDEQ DIVISION OF MITIGATION SERVICES IN -LIEU FEE MITIGATION COSTS FOR THE OBTAINED PERMITS HAVE BEEN PAID BY THE GOVERNMENT SEPARATELY FROM THIS CONTRACT. 6. WETLAND IMPACT BEGINS APPROXIMATELY 15 -FT OUTSIDE OF RETAINING WALL.
