PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. Description of Wastewater. a. Type of Wastewater: <1 Domestic >99 Industrial b. Volume of Wastewater (design capacity): 18.6+ MGD C, Types and Quantities of Industrial Wastewater: Cooling tower blowdown, metal cleaning wastes, low-volume wastes, and radiation wastes. d. Status of Treatment System: X Existing Proposed b. Description of Treatment System: There are five separate wastestreams at the facility, each with its own treatment. The cooling water is treated with additives, but according to the files, no treatment is provided on the blowdown. The domestic wastewater is treated in a 0.05 MGD extended aeration treatment facility which consists of'parallel trains of equalization tanks, aeration tanks, sludge holding tanks, clarifiers, chlorinators and contact tanks, and all associated valves, piping, wiring, and other appurtenances. Metal cleaning wastes are treated in a neutralization basin followed by a settling basin. Most radwastes are treated by a Modular Fluidized Transfer Demineralization System (MFTDS) which uses filtration and ion exchange. Low-volume wastes are treated in a neutralization basin, a sedimentation basin, and an oil/water separator. 5. Residual Solids Treatment and Disposal Method: Residual solids from infrequent draining of the cooling tower are disposed of in the permitted Shearon Harris Nuclear Power Plant landfill, as are residual solids from the low-volume wastestreams. Residual solids from the domestic wastewater plant are stabilized and disposed of off-site by a contract disposal firm. 6. Treatment System Classification (rating sheet attached, if appropriate): Each of the five treatment systems for the five wastestreams has been rated separately. The cooling tower blowdown treatment system is rated Class II, the domestic is Class III, the metal cleaning is Class II, the low-volume is Class II., and the radwaste is Class I. 7. Codes. a. PART III - OTHER PERTINENT INFORMATION 1. Special Monitoring Requests: Recommend designating the combined outfall as pipe 006 rather than including it with the cooling tower blowdown (Outfall 001). Also, monitoring frequencies may change as each outfall has now been rated separately. ` 2. Additional Effluent Limits Requests: None. Existing and new limits in the wasteload allocation appear to be adequate, except 'There shall be no discharge of PCBs' should be added to the Outfall 004 limits. PART IV - EVALUATION AND RECOMMENDATIONS The Raleigh Regional Office (RRO) has reviewed the submitted information and the files for the subject permit renewal request. Based on these reviews, it appears.that the facility is in compliance; therefore, the RRO recommends that the permit be renewed in accordance with the basin -wide permitting plan. The permit should contain all of the latest typical conditions for this type of permit, plus several changes, which are recommended below. The major.recommended change is to separate the combined outfall from Outfall 001, and to designate it as Outfall 006. Having a separate limits sheet for the combined outfall would be less confusing than the current Outfall 001 limits sheet, which shows two monitoring points for the same outfall, one for the cooling tower blowdown and one for the combined outfall. Most of the other recommended changes either follow from this change or are typographical in nature. In item 2 of the supplement to the cover sheet, 'to the 36 inch common outfall' should be deleted because it is unnecessary and gives the impression that Outfall 002 is the common outfall. Item 5 should be reworded to read 'Continue to operate a low volume radwastes system (Outfall Serial No. 005), and' in order to emphasize the radwastes and better distinguish Outfall 005 from Outfall 004. The words 'into a common outfall pipe (Outfall Serial No. 006) which in turn discharges' should be inserted between 'x•orks' and 'at' in item 6. The number and slash footnote symbols on the Outfall 001 limits pages should be changed to small letters or other symbols to distinguish them from limits and monitoring frequencies. One of the 'may discharge's in the first item of the second page of the Outfall 001 limits pages should be deleted. The second item on that page has three typographical errors which make it very hard to read. This condition should read exactly as it is stated in 40CFR Part 423. Those parameters with a 'D' sample location on the Outfall 001 limits page should be deleted along with their footnotes (including the description of the 'D' sample location) and listed on a new Outfall 006 (combined outfall) limits page. The 'D' sample location can be changed to 'E' on the Outfall 006 page and 'Outfall 001' should be replaced with 'Outfall 006' in the hydrazine footnote.
