Subject: Hogan Creek (94708) and Moores Fork (94709 Credit Release
Dear Mr. Tugwell:
Hogan Creek assets increased by 95 SMUs from the Mitigation Plan to the Asbuilt Baseline
Monitoring Report. Mitigation Plan assets were based on 60% plan set measurements and
Asbuilt Baseline Monitoring Report assets are based on a survey of the final construction
activities that took place on the site. Asbuilt measurements are based on surveyed thalweg
length. Some reaches increased as a result (Hogan R1 +59', Hogan R2 +30', UT2 +47', UT2 Pres
+5) and other reaches were reduced (UT2 Ell -70', UT3 -17, UT3 Pres -11). The UT2 Ell reach was
decreased and the UT2 R reach increased because restoration began at 9+30 instead of 10+00.
This is a result of a designer field change to install rootwads and grade banks to address erosion
and scour due to a change in field conditions since design.
Moores Fork assets increased by 126 SMUs from the Mitigation Plan to the Asbuilt Baseline
Monitoring Report for similar reasons as Hogan Creek. Mitigation Plan assets were based on 60%
plan set measurements and Asbuilt Baseline Monitoring Report are based on a survey of the final
construction activities that took place on the site. Moores R2 and R3 increased by 47' and 53'
due to surveyed thalweg length. Barn R1 EI increased by 50' because an additional boulder step
and log step were installed as a field change order by the designer to address changes to
conditions. Barn R2 Ell was decreased by 50' as a result. Stationing remained the same, but the
reach breaks changed to reflect the work that was completed. Corn Reach 1 was reduced by 10'
to account for a culvert crossing that was not accounted for in the Mitigation Plan.
