That's right. I don't see any need to leave the fencing around the treatment plant in
place. That's got to be one of the more secure facilities in the state.

After you left the site on Tuesday Bob Wilson and I were discussing having to remove
part of the fence around the old STP during construction. He indicated you had said
we would not need to rebuild the fence because the STP is in a secure area, with the
plant being surrounded on three sides by water. I wanted to send you an email to
verify that it is not necessary for us build a fence around the new STP after
construction is complete.
