I support holding the line on this one. If significant avoidance and minimization
can not be shown then it should be denied. My discussion with the consultant
indicated that the overriding basis for the design is economic and he can be
expected to make a case for the need for sufficient return on his investment. I
suggest a cc to Terry Walters.
