Dear Mark:
Construction of the new biological wastewater water treatment system, improvements at
Progress Energy's Harris Nuclear Plant in New Hill, NC was completed in January 2005 and the
system was placed on line at that time. We previously submitted our final certification for the
main treatment process along with the record drawings to Alan Klimek, PE.
After placing the new system on line, Harris Staff took the old extended aeration system off-line
so that the existing steel tanks could be sand -blasted, primed and epoxy -painted. The newly
painted tanks were then outfitted with transfer pumps so that they could be used as raw sewage
flow equalization basins per the approved final design plans. This work was completed as of
June 17, 2005.
Please accept this letter as our certification that the final conversion of the old extended aeration
package plant to influent flow equalization tanks was completed in accordance with the
approved plans and specifications. The Engineering Design Plans and Specifications prepared
by McKim & Creed were approved by NCDENR and an Authorization to Construct
(#039586A01) was issued on February 27, 2004.
During the course of construction, McKim & Creed, P.A. had construction inspectors periodically
on-site to monitor and verify that construction was proceeding in compliance with the approved
engineering drawings and specifications. These periodic inspections were supplemented using
Progress Energy's Resident Construction Inspector. Together, we performed sufficient

Dear Mr. Klimek:
This letter is to certify that construction of the new biological wastewater water treatment system
improvements at Progress Energy's Harris Nuclear Plant in New Hill, NC have now been
completed. The new treatment system includes the following major components:
1. Installation of one new 15,000 gpd factory -built extended aeration package wastewater
treatment facility to replace the two aging 25,000 gpd plants.
2. Retrofit Existing Treatment Plant #1: Existing tankage has been refurbished and
converted into sludge storage tanks to provide 48,000 gallons of supplemental sludge
storage and to enhance aerobic digestion prior to disposal. The retrofit included removal
of tank partitions, replacement of aeration system, and provisions for sludge' transfer.
3. Retrofit Existing Treatment Plant #2: Existing tankage has been refurbished and
converted to raw sewage storage. The 40,000 gallon volume represents 7 days of
storage at the current average daily flow of 6,500 gpd. The raw sewage'storage facility
will be utilized for emergency raw sewage storage in the event the new treatment facility
were to experience a mechanical failure or need to be temporarily taken off-line for
routine maintenance. Diversion will be possible via a new set of manual yard valves.
The retrofit also included the removal of tank partitions, replacement of aeration system,
and provision for raw sewage transfer.
4. Construction of a new modular analytical laboratory and office building.
5. Construction of a duplex sodium hydroxide chemical feed and bulk 'storage system for
pH control in the new treatment process. Specifically this included new chemical
metering pumps, heated bulk storage tank with spill containment, and a pH feed -back
control system using a submersible pH probe in the flow equalization basin to modulate
chemical feed rate.
6. Construction of new sodium hypochlorite chemical feed and bulk storage system for
disinfection of the secondary effluent from the new treatment process. Specifically this
included new chemical metering pumps, bulk storage tank with spill containment, and a

flow -paced control system to automatically adjust chemical feed rate in response to
effluent flow rate.
7. Relocation of the existing polymer storage tank and construction of a new duplex
polymer feed system for enhanced flocculation and settling in the clarification process.
8. Slope stabilization and construction of concrete steps to enhance Operator access to the
treatment units.
9. Installed (4) new yard lights to improve site lighting.
10. Demolished or replaced all existing mechanical equipment and electrical wiring, conduit,
panels and appurtenances.
The Engineering Design Plans and Specifications prepared by McKim & Creed were approved
by NCDENR and an Authorization to Construct (#039586A01) was issued on February 27,
2004.
Construction is now complete and I am providing my Professional Engineering certification via
this letter and the attached certification form after completing my final inspection, testing, and
system start-up last week. During the course of construction, McKim & Creed, P.A. had
construction inspectors periodically on-site to monitor and verify that construction was
proceeding in compliance with the approved engineering drawings and specifications. These
periodic inspections were supplemented using Progress Energy's Resident Construction
Inspector. Together, we performed sufficient inspections and tests both during and after
construction to insure work was completed in accordance with the NCDENR-approved
Construction Plans and Specifications.
The existing treatment system will be taken off-line upon your authorization for new system
activation. We trust that this is information is sufficient to allow you to authorize Progress
Energy to activate the new wastewater treatment system.
On behalf of Progress Energy, we would appreciate your cooperation during the design and
construction phases of this project. Please feel free to contact us if you have any questions or

A request for an Authorization to Construct (ATC) was received by the Division and final
plans and specifications for this project have been reviewed and found to be satisfactory.
Authorization is hereby granted for the following:
• installation of a new 15,000 gpd extended aeration package treatment facility to replace
the two 25,000 gpd plants;
• retrofit of existing treatment plant #1 to serve as sludge storage (up to 48,000 gallons);
• retrofit of existing treatment plant #2 to serve as raw sewage storage (up to 40,000
gallons);
• construction of a new modular analytical laboratory and office building;
• construction of a duplex sodium hydroxide chemical feed and bulk storage system for
pH control;
• construction of a new sodium hypochlorite chemical feed and bulk storage system for
disinfection;
• relocation of the existing polymer storage tank and construction of new duplex polymer
feed system for enhanced flocculation and settling;
• demolish and/or replace all existing mechanical equipment and electrical wiring,
conduit, panels, and appurtenances; and
• all necessary grading, site work, piping and appurtenances.
This Authorization to Construct is issued in accordance with NPDES Permit No.
NCO039586 issued April 12, 2002, and shall be subject to revocation unless the wastewater
treatment facilities are constructed in accordance with the conditions and limitations specified
in the permit.
The sludge generated from these treatment facilities must be disposed of in accordance
with G.S. 143-215.1 and in a manner approved by the North Carolina Division of Water
Quality.
In the event that the facilities fail to perform satisfactorily, including the creation of
nuisance conditions, the Permittee shall take immediate corrective action, including those as
may be required by this Division, such as the construction of additional or replacement
wastewater treatment or disposal facilities.
The Raleigh Regional Office, telephone number (919) 571-4700, shall be notified at
least forty-eight (48) hours in advance of operation of the installed facilities so that an in-place
inspection can be made. Such notification to the regional supervisor shall be made during the

Upon classification of the facility by the Certification Commission, the Permittee shall
employ a certified water pollution control treatment system operator to be in responsible
charge (ORC) of the water pollution control treatment system. The operator must hold a
certificate of the type and grade at least) equivalent to or greater than the classification assigned
to the water pollution control treatment system by the Certification Commission. The
Permittee must also employ a certified back-up operator of the appropriate type and grade to
comply with the conditions of Title 15A, Chapter 8G, .0202. The ORC of the facility must visit
each Class I facility at least weekly and each Class II, III, and IV facility at least daily, excluding
weekends and holidays, and must properly manage and document daily operation and
maintenance of the facility and must comply with all other conditions outlined in Title 15A,
Chapter 8G, .0204. Once the facility is classified, the Permittee must submit a letter to the
Certification Commission which designates the operator in responsible charge within: (A) Sixty
calendar days prior to wastewater being introduced into a new system or (B) within 120
calendar days of the following, (i) after receiving notification of a change in the classification of
the system requiring the designation of a new ORC and back-up ORC or (ii) a vacancy in the
position of ORC or back-up ORC.
A copy of the approved plans and specifications shall be maintained on file by the
Permittee for the life of the facility. .
The Operational Agreement betlween the Permittee and the Environmental Management
Commission is incorporated herein by reference and is a condition of this Permit.
Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all
sanctions provided by G. S. 143-215.6 for violation of or failure to act in accordance with the
terms and conditions of this Permit.
Failure to abide by the requirements contained in this Authorization to Construct may
subject the Permittee to an enforcement action by the Division of Water Quality in accordance
with North Carolina General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed
by other government agencies (local, sate, and federal) which have jurisdiction.
Upon completion of construction and prior to operation of this permitted facility, a
certification must be received from a professional engineer certifying that the permitted facility
has been installed in accordance with the NPDES Permit, this Authorization to Construct and
the approved plans and specifications. Mail the Certification to the NPDES Unit, Division of
Water Quality, 1617 Mail Service Center, Raleigh, NC 27699-1617.
