The Division evaluated your request to consolidate stormwater outfalls sampling requirements and to allow
for grab sampling instead of composite sampling for the permit renewal application. The Division agrees that
outfall 003 can be used as a representative outfall for outfalls 002, 004 and Outfall 006 can be used as a
representative outfall for outfalls 005 and 007. Composite samples shall be obtained as specified in 40 CFR
121.22(g)(7)(ii). Although information was submitted comparing composite samples results to grab samples
results, the information is not specific for the Harris Nuclear Plant site and it is not sufficient to establish that
grab samples will produce similar results to composite samples. If you have any questions please contact Teresa

Steve, as we discussed on the phone, outfalls SW -001, SW -008 and SW -009 do not
contribute stormwater from industrial activities therefore don't need to be sampled
for the permit application.

As communicated in the August 30, 2005, meeting between yourself and Ms. Teresa Rodriquez
of your office and Ms. Louise England and Mr. Steve Cahoon of Progress Energy Carolinas, Inc.
(PEC), PEC requests to have representative outfall status given to Storm Water Outfalls 003 and
006. The Harris Nuclear Plant (HNP) has 11 storm water outfalls identified in the above
referenced NPDES permit, Outfalls SW -A, SW -B, and SW -001 through SW -009. As discussed
in the above referenced meeting SW -A and SW -13 are former lay down areas used during
construction and therefore should not be included in storm water sampling. It was also discussed
that storm water outfalls SW -001, SW -007, and'SW-008 are either partially or totally submerged
under water and therefore would not yield an accurate storm water sample, SW -005 is located
entirely under ground with no access to the outfall.
Several outfalls remain that would produce accurate storm water samples. Outfalls SW -002,
SW -003 and SW -004 drain plant yards, paved parking lots and gravel parking lots. HNP
requests that Outfall 003 be a representative outfall for these three outfalls draining this area of
the plant. SW -006 is located in the same area as SW -005 and SW -007 which all drain some of
the same areas of industrial activity, including the fuel storage area, gravel plant yard, and the
auxiliary boiler. HNP requests SW -006 be a representative outfall for these three outfalls.
It is also requested that a grab sample be required for EPA Form 2F instead of grab and
composite samples. Attached is a table containing grab and composite sample data for 4
different sample locations at other PEC facilities. The data demonstrates that there is no
significant difference between the grab and composite samples; therefore a grab sample should
be sufficient to demonstrate the quality of the storm water runoff from SW -003 and SW -006.
In summary, there are several storm water outfalls at the HNP that do not include any areas of
industrial activity and several outfalls that discharge under water that would not yield a
representative sample. HNP is requesting that representative outfall status be issued to SW -003
and SW -006 because their discharge is similar to the remaining storm water outfalls that would

yield representative storm water samples. It is also requested that a grab sample be required for
EPA Form 2F instead of grab and composite samples.
