J eff,
One thing to add to the minutes is that IRT does not believe the bottom of Reach 5 was built as designed.

Jeff. Below is a summary of the topics discussed last week at the site meeting. Thanks for offering to
forward to all those in attendance.
Hudson Site Visit minutes
EEP Project#95361
Contract #004638
Date: May 3, 2017
• The upstream limit of Reach 1 did not meet the 30-day continuous flow requirement in year 1
monitoring. An additional well was suggested in the middle of reach 1 to further document flow
conditions.
• Albemarle Restorations constructed 2891 linear feet of restoration, 291 feet more than DMS is
purchasing. This may provide flexibility if a reach or reaches do not meet success criteria.
• All liked the additional buffers which were made a part of the conservation easement and
mitigation plan. Concern was discussed over the elevation of the crossing pipes directly upstream
of Reach 5.
• There was some concern expressed by Todd Tugwell over the woody vegetation in that it
appeared to be a lot of sycamore and not many other species as you move away from the stream
channels.
• There were areas within easement that had minimal herbaceous and tree growth that should be
monitored.
• Several attendees thought the pipe elevations should be reduced. There was visible flow within
the left pipe (looking downstream). As-built elevations should be verified to verify the pipes were
not set too high.
• Reach 2-4 had flow during the site visit and were functioning as designed
• Reach 5 - The ditch feature is still present and is limiting overall function of Reach 5. All agreed
that if any adaptive management is performed, the overall goal should be to improve overall
ecological function. Albemarle Restorations, LLC agreed to investigate grading modifications to
enhance function and promote more sheet flow commensurate with swamp run
morphology. Shop drawings of any modifications will be circulated to DMS and IRT before
proceeding.
2
• If the lower end of reach 5 continues to behave as a ditch. With no further modifications, the IRT
may consider reducing credit from Priority 1 to Enhancement E1 or E2.
• Wells should be maintained and sealed per DMS specifications for flow monitoring devices.
Next Steps
• Albemarle Restorations will develop adaptive management plans for Reach 5 for review by the
IRT,with the goal of performing the modifications summer of 2017.
• Albemarle Restorations will install an ADDITIONAL flow monitoring device on Reach 1.
• Continue YEAR 2 monitoring.
