Response: Review of Progress Energy, Harris Nuclear Plant (NPDES Permit NC0039586): 2010
Environmental Monitoring Report.
Dear Mr. Kapopoulos:
Thank you for your recent submittal of the 2010 Environmental Monitoring Report for this facility. Based
on reviews by Environmental Sciences Staff (ESS) Debra Owen (limnology and physical -chemical), Bryn
Tracy (fisheries) and Mark Vander Borgh (macrophytes) as well as by Autumn Romanski from the Raleigh
Regional Office, we request that the following matter be addressed in subsequent monitoring reports:
1) As noted in your NPDES permit (Page 9) under "4. Test Procedures" and as required by 15A
NCAC 02B .0505(e)(4): "All test procedures must produce minimum detection and reporting
levels that are below the permit discharge requirements and all data generated must be
reported down to the minimum detection or lower reporting level of the procedure. If no
approved methods are determined capable of achieving minimum detection and reporting
levels below permit discharge requirements, then the most sensitive method with the lowest
possible detection and reporting level must be used'. Currently, Nickel concentrations are
being reported at Outfall 006 at a reporting limit of <50 pg/L. Water quality standards for Nickel
in WS -V waters is 25 pg/L and the NCDWQ lab reports Nickel at 10 pg/L. As a result, ESS
would request that Progress Energy report Nickel at the 10 pg/L level and would also request
Nickel monitoring in the lake to confirm that the concentrations of this parameter in Outfall 006
is not causing an exceedance of the water quality standard in the lake. Specifically, sampling
for Nickel is recommended at existing stations (E2, H2, P2, and S2) as noted in Appendix 2.
