Subject U-3344A Plan of Action
Chris,
This is currently my plan of action for retrieving the material that was lost due
to the failure of the existing valve on the 16" water main on Airport Boulevard
The Department owns a vacuum that has been used in similar situations, but it is
located in Division 1 The guys down there are currently on their way to Hertford
to pick up the hose that will be needed As soon as they have it in hand, they
will be leaving for Raleigh I'm expecting it will probably be around lunch time
before they can get here
Triangle is in the process of gathering a labor force to put on the "bucket
brigade" It will probably take them several hours to secure this labor force,
but they are working on it
Yesterday, Donald suggested that we install an impervious dike at the end of the
culvert and another one at the end of the work area to keep live flow from running
through the lost material We will pump the water beyond the workslte into a
bucket or 55 gal drum to kill the velocity of the water at the discharge end of
the hose In the event the "bucket brigade" gets onsite significantly earlier
than the vacuum, then we will probably go with this option
In the event the vacuum and the bucket bridge arrive at about the same time, we
will install a dike at the end of the culvert to try to completely seal the flow
of water from continuing into the work area I won't install another dike at the
end of the work area because I'm anticipating the vacuum working within the first
100+/- feet and then the bucket brigade working the remainder I want to avoid
discharging water from the pumping effort into the stream since we will have
people walking back and forth in the stream I think it will only make matters
worse since people will be walking and working again in an area of live flow So,
we will either completely seal off the water flow and back water up into the box
culvert or pump to a side basin if necessary
If the vacuum and the bucket brigade are working simultaneously, I plan on having
the bucket brigade bring the material to the end of the vacuum hose to save them
from having to carry it another 100+/- feet and it should expedite the process
Triangle is looking into getting a small piece of equipment (same type we
discussed yesterday) to run back and forth only in the bottom of the stream We
will not have equipment coming through the buffer zone and there will be no
