The Horn Model was subsequently used for calibration and allocation. Verification was not performed. While previous documentation did not allow for straightforward review of methods used for choosing parameters, some useful information was obtained from the study. In particular, it was decided to use velocity, Ka, and Kd inputs from the study. New flow esti, mates were obtained from the USGS. Brevard and Dupont were input as inter- acting dischargers. Ambient data were used to estimate headwater and ru:_or:f .inputs. Dupont's influence on the French Broad river is overestimated, since the hydropower reservoir below Dupont was modeled as a free flowing stream. Ambient and self-monitoring data indicate that upstream water quality-, is of high quality. -One downstream value from self-monitoring data (out of 100 values collected during July-Septembdr) violated the DO standard of y mg/l (4.6 mg/1). However, a systematic influence (besides temperature) resulting in lower DO was also observed: 98% of the values at the down- stream station had a lower % saturation than at the upstream station. Ambient data indicated a very slight increase (0.75 mg/1) in the mean surmer BOD_„ and a 13% decrease in the % DO saturation when comparing upstream (Rosman) and downstream (Blantyre) values. No standards violations were observed at Blantyre. Benthic macro:invertebrate data at Rosman (1931, 1.982, 1986) and Bla::- t-.yre (1983, 1986) indicate a decrease in water quality. Besides potentia_ non -point_ influences and small treatment plants, Ecusta, Bre%,ard, and Dut_,:)n;r_ are the m=ajor dischargers above the Blantyre station. Monitoring Recommendations Since the predicated sag is expected to occur 10 miles below the discharge, it is recommended that self-monitoring continue at the current location 10.8 miles below the outfall. Monitoring should be. 3/week July -October, weekly April -June, and monthly November -March. Other Issues The French Broad river has been reclassified as WS -III waters near Asheville. Since the facility has a bleached kraft line, dioxin is a potential concern. Water quality based limits for. Print Works over the past few years to resolve a permit adjud'�cakt4on of ,..'o NPDES Permit Number NC0000094. The adjudication was handledough�,,,?;. issuance of a SOC allowing time to study and develop recommendwtrpsDT covering phenols limitations as contained in the NPDES Permit.`Aftr many months, the Division, Cranston and the Division of Human Resources has reached agreement on phenols limitations and monitoring require- ments. These were transmitted to the Company on October 14, 1987 (copy enclosed). Cranston has agreed to these modifications (see January 8, 1988 response) and ask that the Division proceed with modification. Once issued Cranston will request the SOC to be voided and withdraw adjudication request. It is recommended that the Division reissue NPDES Permit Number NCO000094 with the proposed modifications.
