Dear Mr. Aismeyer:
The North Carolina Department of Transportation is scheduled to replace Bridge #47
with a 3-sided bottomless culvert at the same Iocation. The existing bridge is 16.5' long
by 20' wide. Class I riprap will be counterswnk i�nside of the str�cture to maintain
channel width. 1'�0 on-site detour is proposed.
There is an unraaxrzed tributary t� �lat Springs Branch r��nning in the roadway ditch line in
the SE quadrant of the bridge. In order to avoid filling or relacating Flat Springs Branch,
it is necessaxy to relocate this tributary farther to �#he east. The steep grade resulted in the
proposed riprap and pipix�g impacts. Since ihe str�cture is bottomless, and the impacted
UT is currently running the DOT ditch line, no mitigataon has been pursued. Stream
impacts are tabulated belaw.

1 The riprap total here includes ail bank stabilization and bank hardening associated with
the new structure and riprap that is beyond the foatprint of the existing structure and wing
walls. It includes the floodplain constructian as well. Irnpacts are higher than normal due
to the skew of the crossiz�g.
The replacement of the existing bridge with the prapased new bottomless eulvert will
require temporary dewatering duning footer const�zction and riprap installation. An
impervious sandbag dike will be constructed approximately 7 feet upstream of the
proposed impact area to creat� a srnall pool. Clean water v�ill temporarily be pumped
around or piped through the construction area and will be diseharged downstream. Any
dirty water ioeated 'znside the consixuction area will be puznped 'znto a silt bag if necessary.
Once the new structure is in place, the impervious dikes will be rernoved and
preconstruction strea�bed elevatioz�s will be restoxed.
Construction of this project will require impacts to waters of the Uniied States in the
�+Va�tauga River Basin. The existx�g bridge crasses Fiat Spnings Bxanch (Class: C} and is
located in a traut watershed. This project does nat drain to designated critical habitat for
the ell� toe nnussel. The project is lacated moxe than 0.5 u�iles away from the Watauga
River.
This praject was reviewed for the presence of threatened and endangered species in the
field and I ha�re also included a query af th� NCNHP database_ Basecl on the project area
mapped with my request, the database search indicates that there are no records for
tkvreatened or endangered species, important natural cornmunities, natural areas, or
conservation/managed areas within the proposed project boundary, or within a one-mile
radius of the project boundary. There will be approximately 1.2 acres af tree cutting at
tl�e project location due to cut and fill wark. The NLE$ is listed as a protected species in
this county but the project does not fa.11 within 0.25 zx�iles of any red HUC identified in
the SLOPES spelled out in the Nationwide Permi# Regional Condi�ions. We da not
antieipate any impact to any other federally listed species.
Cultural resource compliance wark has been completed. No archaeological resources ar
historic properties wi�l be affected by this praject (see attached�.
The project impacts are not sigxuficant in nature and should not remove or degrade
existing water qual'rty uses. Stormwater will be routed thraugh grass or rack lined
ditches, depending an the ditch line slope. Pipe sizes used wi�l be the minimum
necessary to create a safe roadway. By utilizing the erosion control measure� outlined in

the attachment� to this application, dawnstream water quality standards will be prQtected.
All appropriate BMPs will be used during constructian.
