17. DIRECTIONS TO THE SITE
From Raleigh: Take I-40 West to Rock Creek Dairy Rd in Rock Creek, take exit 135. Get on US -29 North in Madison from US -70 West.
Follow US -29N to NC -14 North / US -158 West in Reidsville. Take exit 153 from US -29N. Continue on NC -14N to South Edgewood Road
in Leaksville. Take a right on S. Edgewood Rd and follow to the Dan River Steam Station on the right.
18. Nature of Activity (Description of project, include all features)
The Dan River Steam Station (the Station) is a 620MW combined cycle power generating facility located near the southeastern side of the
City of Eden in northern Rockingham County. NC S729 requires Duke Energy to phase out wet ash handling; all coal ash will be covered
by state solid waste laws. Duke Energy has initiated the process at the Station to transport some of the coal ash to an existing lined landfill
in Jetersville, VA. The excavation and disposal of coal combustion residual (CCR) materials from areas of ash fill will entail the diversion
of stormwater to facilitate these actions. The implementation of stormwater diversion will require removal of ash from an existing dredge
basin, construction of a soil divider berm, construction of five pipelines, streambank stabilization and culvert extension. The proposed
method for implementing stormwater diversion will incorporate a pump -around operation. The proposed action would require impacts to
waters of the US. Additional information and details are included in the attached Wetland Master Plan (WMP) with Plan View and Cross-
section drawings included in Appendix E.
19. Project Purpose (Describe the reason or purpose of the project, see instructions)
The purpose of the stormwater diversion project is to divert stormwater to facilitate the excavation and disposal of CCR materials from
areas of ash fill within the Station. This purpose is based on the following needs: address NC regulatory requirements related to diverting
stormwater away from the Primary Ash Basin and Secondary Ash Basin and disposal of CCR materials; provide separation between water
that has contacted CCR material (contact water) and water that has not contacted CCR material (non -contact water); increase safety by
improving site access. The purpose of the DR 134 project is to stabilize a portion of the western streambank of Stream 3 with rip -rap to
prevent further erosion and increase stability of the streambank. The purpose of the DR 131 project is to extend the culvert pipe
downstream at the southern road crossing of Stream 3 in order to raise the elevation of the crossing crest for possible future scarp repairs
along the Dan River. Additional information and details regarding purpose and need are included in the attached WMP.

20. Reason(s) for Discharge
Based on the proposed action to divert stormwater to facilitate the excavation/disposal of CCR materials from ash fill areas within the
Station, the proposed impacts to jurisdictional waters, including wetlands, a perennial stream, and a jurisdictional dredge basin, are
necessary to provide separation between contact water and non -contact water, and to increase safety by improving site access. The DR 134
project will entail streambank stabilization due to erosion with some undercutting along the toe of bank. The DR 131 project will entail the
extension of the culvert pipe downstream to raise the elevation of the crest of the southern road crossing and provide more permanent
stable approach. Access to the northern shoreline is necessary for scarp repair during closure of the ash basins and coal ash transport.
Impacts to Wetlands A, D, and F, and previously permitted H, and Stream 1 will be due to overflooding. Construction of WSA-I will
require removal of vegetation, CCR removal, and regrading to promote drainage within the existing dredge basin area. Impacts are shown
on the Plan View drawing in the attached WMP.

No contact water will be discharged into jurisdictional wetlands and streams; therefore, the water quality of downstream receiving waters,
specifically the Dan River, will not be impaired. Separation will be provided between water that has contacted CCR material and water
that has not contacted CCR material. The overflooding impacts to wetlands and a perennial stream are to be classified as permanent;
however, once the stormwater diversion operations have concluded, the flooding of these jurisdictional waters will cease. Mitigation will
be provided via the purchase of credits from the NCDMS In -Lieu Fee program. For additional details, see Section 7.0 in the WMP.

1) Installation of culverts at road crossings of Railroad Branch Creek along the eastern boundary of the Station in March 2016 (see the Dan
River 134 and 131 Projects in attached WMP). 2) 36-Inch Pipe Closure Project located in the eastern central region of the Station just north
of the Primary Ash Basin (PAB), west of the Secondary Ash Basin and east of Ash Fill 2: project activities entailed closing (grouting) a 36-
inch corrugated metal pipe that transported flow under the PAB. 3) 48-Inch Pipe Closure Project located in the central region of the Station
just east of the plant and west of the PAB: project activities entailed the clean-up of ash and the impoundment of stormwater at the grouted
48-inch reinforced concrete pipe; pumped flows are discharged to the Service Water Settling Pond by way of existing piping to a new storm
water outfall.
