Jim,
On March 27, 2017 we received a PCN on behalf of Wakefield Development Company for Myers Point Townes.
After review I have determined the application is incomplete for the following reasons.
The project proposes impacts to wetlands and stream however we have not verified a delineation of the waters
of the U.S. onsite. The PCN did not include wetland data forms to support the Church Street Delineation map
provided. The map does not indicate the amount, linear footage or acreage, of the waters on site. The site
contains soils that are frequently flooded, partially hydric, and in the floodplain so I would like to conduct a site
visit to review the delineation. Please provide a complete package so we can schedule a site review.
The plans provided are not clear. The plans are labeled overall grading plans and impacts maps were not
provided. The grading plans do not have impacts clearly highlighted. It appears the fill slopes will encroach into
the wetlands however, the PCN does not account for these impacts. The PCN indicates the project will have
temporary impacts for utility line. The plans did not include details for the utility line crossing. The plans also
note a future 10' wide asphalt greenway trail. Will the greenway have impacts to waters of the U.S.?
The PCN does not describe the project in detail. Based on the plans I assume the utility line crossing is for
sanitary sewer however the you did not provide enough detail in the overall project description. Will the utility
line have a permanently maintained corridor? What is the width of the construction corridor for the utility line
installation? Does the line connect to existing infrastructure? Additionally, you did not provide measures taken
to avoid or minimized proposed impacts in designing the project. Please provide a detailed description
including avoidance and minimization.
Please provide additional information within 30 days or I will withdraw the PCN.
