Subject: Response to "On Hold" letter for application to replace Bridge 20 on SR 1616 in
Durham County, Federal Aid Project No. BRZ-1616(10), TIP No. B-4943, DWR
Project No. 20170413, submitted Apri16, 2017.
Dear Sir:
In response to the "on-hold" letter received on May 1, 2017 for the above referenced project, the
following information is provided for the completion of the application process:
1. Scoping comments from DWR dated May 5, 2009 for this project stated that bridges
crossing Water Supply (WS) Critical Area (CA) watersheds require hazardous spill catch
basins. None are showed in this application, and no explanations are given why they are not
included. The application must explain in detail why an exemption is requested at this
location. [15A NCAC 2B.0233]
NCDOT requests an exemption to the requirement for hazardous spill catch basins on this project.
SR 1616 (Bahama Road) is listed as a Rural Minor Collector. It has been the policy of the
Department to only apply basins on road crossings that were functionally classified as Arterial
routes. Traffic on SR 1616 was estimated at approximately 2,500 vehicles per day (vpd) in 2013
with an estimation of 3,585 vpd in year 2037. Of this, 1% ofthe traffic was truck tractor semi
trailer (TTST) and 5% was dual axle. Additionally, this section of SR 1616 is a causeway
through Lake Michie in which there is no reasonable location to place a basin. Due to these
factors, NCDOT requests this requirement be waived.
2. A stormwater outfall emptying onto a riprap pad is shown on the plan sheets. The Buffer
Zone lines at this location are not shown on the plan sheets. Please indicate where the
Buffer Zones are from the lake at this location, to show if the outfall is outside the buffer. If
the outfall is not completely outside the buffer, NCDOT must describe in detail any site
restraints that prevent this project from achieving sheetflow before reaching the riparian
buffer zone. [15A NCAC 2B.0233]
The 15-inch reinforced concrete pipe (RCP) conveying stormwater onto the riprap pad is located
on a man-made causeway over Lake Michie. Due to this being an existing transportation facility,

riparian buffers were not shown. However, sheetflow is achieved at the point of the rip rap pad
which is situated greater than 50 feet away from the high water elevation of 341 feet above sea
level.
