VAN DER VAART Secretary The Norwood Gainey Site (G) is located in Wayne County in the Neuse River Basin 03020202. The total acreage of planted stems is 2,033,768 (46.69 acres). The total fee simple property measures 58.384 acres. The area of existing vegetation measures 1.2 acres. During the 10/27/2014 closeout site visit, you requested 6.69 acres to be monitored for an additional two years: 2015 and 2016 growing seasons (DWR letter dated 11/13/2014 attached). DMS staff collected baseline vegetation data on 11/4/2014, using stocking level protocol to identify species composition and stem densities for the acreage monitored. Subsequently, vegetation data was collected on 10/8/2015, and submitted to you for review. DMS staff collected vegetation data for the 2016 annual monitoring on 10/3/2016. Please find attached the 2016 annual data. The 6.69 acres monitored contains 749 total stems per acre (an increase from 580 total stems per acre in 2015, and 519 total stems per acre in 2014). This is the final annual monitoring data collected for this project. DMS will submit a closeout request. CVS protocol (including height, vigor, etc) was deemed not necessary during the DWR closeout site visit with Katie Merrit on October 29, 2014. Annual data collection methods for fixed circle plots were collected on October 8, 2015, as follows: Six random plot locations wre chosen within the acreage monitored. The center of each plot is monumented by a PVC pole. A fixed line radius measuring 18.5 feet was pulled form the plot center. The plot size measures 0.0247 acres. Walking in a clockwise direction, all tree species (planted and volunteer) were indentified and logged. The average stem density is 749. Skvarla, III Secretary DWR Project # 2006-0446 Wayne County On September 25, 2014 the Division of Water Resources (DWR) received a memo from you on behalf of the Ecosystem Enhancement Program (EEP) requesting approval to close-out the subject site from monitoring. On October 27, 2014, Katie Merritt with DWR, visited the subject site to assess the vegetation and overall site conditions. In attendance were also you and Tim Baumgartner with EEP. During the site visit, Ms. Merritt determined that overall the project looked great, with the exception of a 6.69 acre area hereby referred to as "Area X" and shown on the attached map prepared by EEP, and dated by Katie Merritton November 13, 2014. Previous correspondence between EEP and DWR indicated that Area X, which is 51-200 feet from top of bank, had only been planted with a herbaceous seed mix in December 2006. In December 2009, EEP planted Area X with native bare root and Ball and Burlap trees in order to generate nutrient offset credits. On June 13, 2012, DWR visited the site and determined that Area X was bare and needed to be replanted if EEP wanted to generate nutrient offset credits. In January 2014, EEP performed supplemental plantings in Area X. The site visit on October 27, 2014, was five years post the initial planting of Area X. During the site visit, it was discussed that Area X had been replanted with a substantial amount of trees in January 2014, and that it was too recent to close this area out for monitoring. Ms. Merritt noted that after the site visit in June 2012, it was noted by EEP that DWR had determined that five years of monitoring would be required if replanting had been considered necessary in Area X. However, Ms. Merritt agreed to revisit the site for potential closeout in Fall 2016, pending EEP submit at least two (2) years of monitoring data on Area X for DWR to review each year.
