Project Summary: The proposed project is for a pier extension with fixed platform for the existing 2 -slip docking facility, slip relocation, floating platform and six mooring pilings along Bogue Sound. Field Investigation Report Ben Wall 108 North Court Page 2 of 3 9. Narrative Description: The Ben Wall project is located at 108 North Court within Atlantic Beach, Carteret County. The site is found by following Highway 70 East (Arendell St.) to the Atlantic Beach Bridge ramp. Continue over the Atlantic Beach bring along the Atlantic Beach Causeway until you reach the 4 -way stoplight. Turn left (west) at the light and continue for approximately 11,700' (2.2 miles) until you reach Lee Drive (Dollar General at the corner). Turn right onto lee Drive and continue until you reach Hoop Pole Creek Drive. Turn left and then immediately right onto North Court. The property is located at the end and along the east side of the existing cul-de-sac. The residential property is .62 acres (27,051 sf) in its entirety and 5' above nhw. Bogue Sound runs along the south side of the property. The upland vegetation mainly consists of lawn grasses, shrubs, and a few trees. There is a 97' x 56'section of coastal wetlands with scattered oysters along the 97'of shoreline on Bogue Sound. The waters of Bogue Sound have approximately 2.5'to 3' lunar tidal amplitude. The Division of Water Resources classifies this area as HQW/SA Waters. This area of Bogue Sound is not designated as a Primary Nursery Area and is open to the taking of shellfish. The Town of Atlantic Beach Land Use Plan classifies this area as Single-family Residential with Conservation within the AECs. According to Google Earth spacial data, there is a historical channel approximately 419' from the marsh edge and would be located approximately 15' waterward (south) of the proposed pier, pier platform, slip relocation and mooring pilings. Water depths within this project location are-3.6'nlw/mlw to-4.8nlw/mlw, depending on location, with connecting water depths of -5' plus nlw/mlw. The bottom substrate is sand. Bogue Sound is approximately 7,700feet (1.46 miles) wide at this location. 10) Proposed Development: Due to the shallow water depths over SAV habitat and the location of the existing shorter pier the applicant wishes to add a pier extension with a fixed platform, relocate the existing slips to the south, add a floating platform and 6 mooring pilings. There is an existing pier and platform that the new development would extend from for a total of 390' from the marsh edge and 425' from normal high water. The total length of the existing components as well as the proposed development would not exceed a maximum of 470' from the existing high ground. Due to the shallow water depths and SAV habitat along the existing shorter pier, platform and slip areas, the applicant is asking for the construction of an additional 5' x 268' pier, a 12' x 26' fixed platform, a 6' x 20' floating platform, six mooring pilings (help delineate slip areas) as well as the relocation of the two existing slips to the south. This area has (from the edge of coastalwetlands) of approximately 247' of SAV habitat and deeper water depths (>-2'nlw) occurring at approximately 350' from the marsh edge. Field Investigation Report Ben Wall 108 North Court Page 3 of 3 In order to achieve the necessary depths to span this shallow SAV habitat, the pier, platforms, slips and mooring pilings would need to be located 470' from the high ground, 425' from normal high water and 390'from the marsh edge. The water depths from 400' to 500' would maintain the required rate of l' of fall as well as the deeper water depths (>2' nlw) over the SAV habitat. The proposal is to add a 5' x 268' pier extension that would intersect a 12' x 26' fixed platform. There would be a total of six mooring pilings that would delineate the re -located two slips as well as a 6' x 20' floating platform along the northeast side of the proposed fixed platform. The most waterward portion of the platform and mooring pilings would not exceed a maximum distance of 390' from the edge of marsh. All parts of the docking facility would be landward 10' of the historic channel and a distance of 30' from the western riparian corridor and 12' from the eastern riparian corridor (waived). There would be a total of two wet slips with 6 mooring pilings (three for each slip). The water depths within the slip areas for the proposed dock addition are -3.7' + nlw/mlw with connecting water depths of -3' plus nlw/mlw. There are piers along the shoreline to the east and west of this property that extend farther offshore than this proposal. The proposed dock extension would remain within the existing pier head length. 11. Anticipated Impacts: The proposed dock would shade and incorporate 1,235 ft2 of shallow bottom SAV habitat, shade 537sf and incorporate 1585 ft2 of open water (non -SAV). The development would not increase the total number of slips from 2 (existing but relocated). The proposed placement of the pier addition, platforms and mooring pilings would reduce the likelihood of prop scarring and incidental prop dredging of the existing SAV habitat. The deeper water depths (>-2'nlw) within the new pier location and the shorter distance that the applicants would need to traverse in order to reach the deeper water has the potential to help preserve and re-establish the SAV habitat closer inland. The increase in suspended sediment and turbidity levels from the pier placement would be temporary, occur while the pier placement is taking place and should be minimal given the bottom composition. The location of the proposed docking facility should not be a hindrance to navigation due to the fact all portions would be located landward of the historical channel (10') however it is recommended to add reflectors (meeting Coast Guard Standards) for safety due to the proposed length. Method: We will be floating materials in by barge and using an excavator with a vibratory harnmer to drive the pilings, We will also be using various hand tools (chain saw, circular saw, drills etc.) to complete this project. Equipment will be store on site until completion. We will be adhering to NC Building Codes for all aspects of this project.
