Purpose of the Meeting To reach consensus on feasible project alternatives, review stream crossings and impacts for the subject project 2. Project Description • SR 1364 and SR 1114 (Needmore Road) is an unpaved secondary road located along the Little Tennessee River in Macon and Swam Counties • Project limits are from SR 1369 (Tellico Road) in Macon County to existing pavement in Swain County Total project length is approximately 3 7 miles 3. Merger Process Status Concurrence Point 1- Purpose and Need ? Concurrence meeting held and team member concurrence reached on August 20, 2003 ? The Purpose and Need for the proposed project is to improve the quality of travel for local residents that currently use Needmore Road, reduce existing sedimentation from Needmore Road into the Little Tennessee River, avoid or minimize adverse impacts to the existing high quality natural resources including but not limited to water quality, habitat and vegetation, and reduce existing maintenance costs associated with Needmore Road • Concurrence Point 2 - Detailed Study Alternatives Carried Forward ? Two Concurrence Point #2 meetings were held for the project The first meeting was held in Raleigh on September 20, 2005 in the Board Room of the Transportation Building The second concurrence meeting was held in Bryson City at the Southwestern Community College's Swam Center (SCC) on December 13, 2005 The second meeting was held in conjunction with a field review meeting ? Team member concurrence was reached on December 13, 2005 ? Refer to Item 6, page 3 of this agenda for the "Alternatives Carried Forward" for this project 4. Project Constraints Summary • The Little Tennessee River is a critical habitat for the federally protected Spotfin chub, Appalachian elktoe, an4ittlewing pearly mussel _7? ? 6r L; JAS • The existing right of way for the road is currently maintained from ditch line to ditch line, as indicated by a Right-of-Way abstract submitted by the Division 14 Right-of-Way office Division 14 has provided contrary information indicating additional NCDOT owned right of way along the project No right of way acquisition is currently programmed for the project • The available cross-section width for construction with no acidic rock cut or fill of the Little Tennessee River required is as narrow as approximately 14 feet in multiple areas of Section C • According to NCDOT Structure Design Unit,.Bndge 78 over Tellico Creek is not scheduled for replacement as part of the project It has 8 years of remaining life • AASHTO low volume standards allow flexibility in design The typical section could include an 18-foot travelway from shoulder to shoulder Division 14 Standards recommend a minimum lane width of 9 feet with 2 foot usable shoulder unless guardrail is needed • Portions of the road are prone to flooding Needmore Road was damaged by Hurricane Ivan in 2005 • Traffic volumes are low in the project area - approximately 140 to 470 AADT • Traffic safety analysis has indicated (as presented at the CP2 meeting) that overall safety likely not a si i icantl affected b e proposed lm rovements • e fish weir within the Little Tennessee River, near Tellico Creek, is considered eligible for the National Register of Historic Places The Yellow Bear and Oo-San-Ter-Take Reservations date back to the early 1800's and are located near Tellico Creek The proposed alternates are not expected to significantly impact these resources • The Tellico Creek Rural Historic District is considered eligible for the National Register of Historic Places The proposed alternates are not expected to significantly impact these resources • The NCWRC has an evolving Management Plan for the Needmore Tract The Needmore Tract was purchased to conserve natural features and protect area water quality, and permit appropriate public use The Wildlife Resources Commission has set policies in place to curtail unauthorized activities including the use of all-terrain vehicles (ATVs) and ATV roads, unrestricted dog training, gathering of native plant materials, firewood collection without a permit, and camping in nondesignated areas The Commission is also working with local groups to setup and expand camping areas, continue active agricultural use, and determine the best methods and placement for active uses, including hunting, boating, and fishing R-4440 Needmore Road Improvement Study CONCURRENCE POINT 2A -ALIGNMENT/ALTERNATIVES REVIEW AND STREAM CROSSINGS Concurrence Meeting Agenda (Cont.) Project Alternatives Review A No Build Alternative - This alternative only maintains the existing gravel/dirt road Maintenance includes the cost of adding gravel B No Pave with Selective Improvements Alternative - Selective improvements include drainage, buffer, and maintenance issues Drainage pipes have been identified throughout the project for replacement 4- C Pave in Place -18 feet Maximum Alternative - This alternative only paves the existing roadway width of Needmore Road Although the existing roadway width generally vanes from 14 to 19 feet, the maximum pavement width will be no wider than 18 feet Improvements would not impact hot rock or place fill into the Little Tennessee River Stream and sensitive area impacts would be minimized Note that for Section C of the project, this alternative has been studied but currently is not recommended nor is endorsed by NCDOT Roadway Design staff lA C Modified Pave in Place - To meet minimum design standards, this alternative includes minimum 9-foot travel lanes and shoulder improvements throughout Section C f?ft D Pave in Place - Improve where you can Alternative - The improvements for this alternative include paving the existing variable roadway width as well as improving the road and shoulders without imnactine hot rock or nlacine fill into the Little Tennessee River Stream and sensitive area impacts wou a minimized Note thaf-fok Section C of the project, this alternative has been studied but currently is not recommended nor is endorsed by NCDOT Roadway Design staff D Modified Pave in Place - Improve where you can Alternative - To meet minimum design standards, this alternative includes minimum 9-foot travel lanes and shoulder improvements E Division 14 Secondary Road Standards with Design Exceptions Alternative - This alternative combines Division 14 Secondary Road Standards with design exceptions Division 14 Secondary Road Standards include a minimum roadway width of 18 feet with shoulder widths of 4 feet and 6 feet Therefore, the total typical section width for this alternative is 28 feet The design exceptions can reduce the shoulder widths ?s-w i?.>a?tkiesezdc='id+h hPlrn=? i Q fPPt hns3pyAr3 th? ay Please see attached for Project Alternates and Impacts in Table form and selected Preliminary Plan Sheets with delineated impacts 7.
