Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Impacts were minimized as much as possible through careful site design. This site has a great deal of wetlands and the applicant initially intended to apply for an Individual Permit in order to better utilize the Hwy 211 road frontage, as this is economically valuable land_ However, the applicant reconsidered and the engineer minimized the scope of the project so that impacts fit within a NWP. One wetland impact is needed to provide connection between the residential and retail developments. Brunswick County is only allowing one road access point for the property. So this wetland crossing is necessary to provide access to uplands within the site. The specific access point was positioned to be located as far away as possible from the existing Clemmons Road intersection in accordance with NC DOT requirements. The other wetland impact is needed for the retail development. This wetland fill has been positioned to occur between two upland areas, which will maximize the use of the uplands and reduce overall wetland impacts. The retail development needs to be close to Hwy 211. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
