Enclosed is a 401 Water Quality Certification Application submitted on behalf of Long Creek
Properties, LLC for the Clemmons Road Tract located off of Hwy 211 in Brunswick County, NC.
The applicant plans to construct a mixed-use development including 168 multi -family units, a
4,500 sf retail building, fuel pumps, access roads, parking, and stormwater facilities. To build
this development, 0.496 acre of wetland impact and 0.003 acre of RPW impact are needed.

The purpose of the proposed project is to construct a mixed-use development. Multi -family units will be constructed in the
western part of the site. A retail building will be built on the eastern side. Permanent wetland impacts are needed to
provide access within the site and to build the retail development.

This project includes the construction of a mixed-use development including 168 multi -family units, a 4,500 sf retail building,
fuel pumps, access roads, parking, and stormwater facilities. Site will be cleared and graded. Stormwater facilities will be
installed and roads/utilities will be constructed. Then building construction will occur. Track hoe, loader, dump truck, bob cat,
and other standard construction equipment will be used.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Impacts were minimized as much as possible through careful site design. This site has a great deal of wetlands and the
applicant initially intended to apply for an Individual Permit in order to better utilize the Hwy 211 road frontage, as this is
economically valuable land_ However, the applicant reconsidered and the engineer minimized the scope of the project so that
impacts fit within a NWP. One wetland impact is needed to provide connection between the residential and retail
developments. Brunswick County is only allowing one road access point for the property. So this wetland crossing is
necessary to provide access to uplands within the site. The specific access point was positioned to be located as far away as
possible from the existing Clemmons Road intersection in accordance with NC DOT requirements. The other wetland impact
is needed for the retail development. This wetland fill has been positioned to occur between two upland areas, which will
maximize the use of the uplands and reduce overall wetland impacts. The retail development needs to be close to Hwy 211.

Silt fencing will be used during construction to reduce sediment from eroding into adjacent wetland areas.
