Water Quality eIon Permitting The North Carolina Division of Water Resources conducted an inspection of the Woodland Mills WWTP on March 21, 2017. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0004464. A summaryof the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville Regional Office. The following violation(s) were noted during the inspection: Inspection Area Description of Violation Flow Measurement - Effluent The meter was not calibrated in 2016. Remedial actions should have already been taken to correct,this problem and prevent further occurrences in the future. The Division of Water Resources may pursue enforcement action for this and any additional violations of State law. In addition, the issues below must also be addressed: Compliance Issue(s): 1. Per discussions during the inspection, Mike's Septic is contracted to pump and haul solids from the pump station and wastewater treatment plant (WWTP). Ms. Juanita James assisted with the inspection. All process controls should be documented in the operations logbook. A sludge judge should be available to the operators. Excessive solids were observed floating on the clarifier, between the clarifier weir and baffle and in the chlorine contact basin. The weir. did, not. appear t be level but,this may have been due to the solids. blockage. The scum removal system apparently can not be operated effectively in conjunction with high flows. The operator indicated that the problgm with the WWTP is surge flow. There is no EQ basin in the WWTP. The operator has made recommendations/requests for improvements to the WWTP. The effluent flow meter was not calibrated in 2016.
