The North Carolina Department of Transportation is scheduled to replace Bridge #84 with a new
bridge at the same location. I have included the Attachments G& L with a project description
and a set of the project plans. A stormwater management plan is also attached. Please review this
project for compliance by your Division.

Project Description — The project consists of replacing Bridge #84 over Collins Creek on SR 1005 (Old
Greensboro Road) and improving roadway approaches. The existing 20' long X 30' wide, three span,
steel plank deck on I-beams supparted by timber caps, timber piles on concrete sills bridge is structurally
deficient and will be replaced with a new, single span 90' L X 30' W, box beam, single span bridge just to
the south of its existing location. The existing bridge will be utilized as the detour during construction
due to the fact that the offsite detour was approximately 9 miles long on rural roads that could not handle
the increased average daily traffic (ADT). Additionally, constructing an onsite temporary bridge would
result in about the same amount of impact as shifting the bridge to the south. The project involves no
wetland impacts (there are wetlands adjacent to the project but no wetlands within the project

boundaries), lO linear feet of permanent stream impacts (associated with bank stabilization), 261inear feet
of temporary impact (associated with concrete sill removal) and 9,049 square feet of Jordan Lake
Riparian buffer impact (6,146 sq. ft. Zone 1 and 2,903 sq. ft. Zone 2) which are listed as "allowable" per
the Jordan Lake Riparian Buffer Rules Table of Uses. There are no deck drains on the bridge; instead,
stormwater runoff will be captured at a proposed drop inlet and discharged onto a riprap pad located
outside Zone 2 at non-erosive velocities. The ditch in the southwest quadrant outlets to a wooded area
and becomes diffuse flow approximately 40 feet before entering the riparian area. In the southeast corner,
the stormwater flow through the ditchline is significant (Q10=4 cfs). NCDOT Hydraulic Unit requires
that the ditch line be taken to the stream to prevent erosion. Per NCDOT BMP manual, Class B rip rap
will be installed within the ditch to prevent erosion and promote infiltration to remove pollutants prior to
stormwater reaching the surface water. All other stormwater is discharged into a relocated ditch at non-
erosive velocities. There are utility relocations associated with this bridge replacement, and the impacts
have been accounted for within the impacts associated with the bridge replacement (see attached plan).
Robert Lepsic surveyed the stream within the project boundary for the presence of preferred habitat for
the Dwarf Wedgemussel (Alasmidonta heterodon) and determined that moderate to low habitat existed,
however, no mussels were observed during the March 16, 2016 site visit. Additionally, there are no NHP
records of dwarf wedemussel occurring within 1 mile of the project site. Further, these findings were
submitted to Gary Jordan with USFWS and he concurred with the "no effect" determination (see attached
email). Habitat surveys for Michaux's Sumac and Smooth Coneflower were conducted on June 28, 2016
and determined that there is habitat for the named species, however, no specimens were present within the
project area; therefore the biological conclusion is "No effect, Habitat present". The Bald Eagle is
protected in every county in North Carolina under the Bald and Gold Eagle Protection Act; however, no
suitable feeding/water source is located within one mile of the project study area to support Bald Eagle
habitat. Also, Mr. Gary Jordan (USFWS) recently released the Programmatic Conference Opinion (PCO)
for the recently listed Northern Long Eared Bat (NLEB). This opinion, states in part, that "...it is the
Se��vice's conference opi�zion that NCDOT activities in eastern North Carolina (Divisions 1-8), as
proposed, are ��ot likely to jeopardize the coiatinued existence of the NLEB. "
