The emergency repairs aze due to latent damage incurred from Hurricane Matthew on October 8, 2o16. The total length of the project is approximately 500 feet. Bridge 780165 was inspected immediately after the hurricane for possible damage. At that time, while the floodwater was still lugh, no damage was observed. Subsequent inspections revealed that the north concrete end bent protection had failed and scour occurred to expose the end bent piles. Scour also occurred under the bridge structure that extended below the scour critical elevation. The NCDOT Geotech Unit detemuned that the scour was within two feet of creating vertical movement of the piles. NCDOT proposes to construct a haul road with a rock causeway to access the west (upstream) side of the bridge. The haul road will have 0.06 acres of temporary wetland impacts and the rock causeway will have 0.03 acre / 1250 sq ft of swface water impacts. Prior to any work, a turbidity curtain will be installed downstream of Bridge 780164 (I-95 Northbound Bridge). From the rock causeway, a track hoe or some type of specialty conveyor equipment will drop ballast size stone under the bridge until the 17.0 foot below the barrier rail is obtained. According to the survey of the project area, the area coverage of the stone is 0.16 acre (6800 sq ft) of which the area of rock causeway is included. Approximately 2067 cu yd of stone is needed to fill the scour hole. Lazger stone will be placed over top of the ballast stone to cap it. Upon completion of the fill under the bridge, the rock causeway will be spread out on the upstream of the bridge within the upstream scour. Once complete, the haul road will be removed and the entire area will be seeded, mulched and matted to ensure stabilization. A Nationwide Pernut #14 / NCDEQ 401 WQC 4088 is required for the project and is in result of NCDOT and regulatory agency consultation on April 18, 2017. Endangered Species: Plants and animal with Federal classification of Endangered (E) or Threatened (T) are protected under provisions of Section 7 and Section 9 of the Endangered Species Act of 1973, as amended. As of September 2016, the U.S. Fish and Wildlife Service list three (3) federally protected species for Robeson County. Explain the purpose of the proposed project: The concrete end bent slope protection failed on the northern end of the bridge, in addition to the stream invert extending below scour critical elevation. The project will stabflize the stream channel and the strucutural integrity of the bridge. 3e. Describe the overall project in detail, including the type of equipment to be used: NCDOT will construct an access road to the west of I-95 and a rock causeway into the channei of Little Marsh Swamp. Ballast size stone will then be placed in the scour hole under the bridge to an elevation 17 foot below the barrier rail. Once the ballast stone is placed, larger stone will then cap the ballast stone and rip-rap will then be placed at the northem end bent for protection. Crutch bents will be installed to add additional structural stability of the interior bents. The work will be completed utilizing a crane, pile hammer, track hoes, dump trucks and possiblv a convevor.. 4. Jurisdictional Determinations 4a.
