Garcy, I completely agree with your response re: "But even those plans submitted with the request don't
exactly match the plans DOT has in their report."
One of the issues leading to the discrepancy might be that it looks like Division One did not copy NCDOT in
Raleigh on the revisions that were made.

Thanks for sending that Cathy. For some reason I didn't have that in my file. But even those plans submitted with the
request don't exactly match the plans DOT has in their report. The area is the same so it might not be that big of a deal,
but it would be nice to know which plans the site was built around.

I will not be at the meeting tomorrow, so I want to respond to a comment you made about a project in Division
1, B-4647 in Tyrrell County. You state: "The mitigation area appears to be reconfigured in the 2016 report."
FYI, on May 31, 2013, NCDOT Division One staff submitted a request to DCM, DWR, and USACE to change
the mitigation area boundaries based on site conditions and ease of constructability. DCM approved the request
in a Letter of Refinement dated June 7, 2013. I believe it was authorized by USACE, and I think therefore also
by DWR, in an e-mail dated 5/2/13 as a revision to the original mitigation plan and issued permit.
