HomeMy WebLinkAboutAH&W Site (2)0JA0% 14 ® North Carolina Wildlife Resources Commission Charles R Fullwood, Executive Director MEMORANDUM TO Dave Penrose, Cynthia Van Der Wiele, NCDWQ Eric Alsmeyer, USCOE Lindsey Riddick, NCDOT FROM Micky Clemmons, NCWRC dj SUBJECT Stream Mitigation Construction Plan or AH&W Site DATE June 15, 2001 Enclosed is the construction plan for the AH&W stream mitigation site in Wilkes County As you know we plan to do, stream restoration at this site to accomplish the mitigation requirement NCDOT was given by the NC Division of Water Quality and US Army Corps of Engineers This obligation resulted from stream losses caused by the construction of Highway 421 in Wilkes County (Project R-2239 B) It is our understanding that this mitigation project does not require 401 or 404 permitting, since it is being done to fulfill permit conditions However, those conditions do require your agency review and acceptance of the mitigation construction plan The AH&W site has been reviewed by the Mitigation Review Team, and this group has agreed that this is an excellent site on which to carryout this mitigation effort The enclosed mitigation construction plan details the stream work that we propose to do at this site We have attempted to provide all of the information an individual might need to evaluate this plan, including existing conditions, channel design, reference reach information, sediment transport, erosion control practices and work sequence However, I also know that it is easy to overlook obviously important information when doing a plan Please let me know as soon as possible if you find a deficiency as you review this document I welcome constructive criticism of this plan and desire to make it as good as possible We would like to complete the review process by July 20 If I have not heard from you by this date, I will call to discuss the plan I have not included copies of our Planting Guidelines or Monitoring Protocol, however, we plan to follow the guidelines in these documents for this project Your agency has reviewed these documents in the past and to my knowledge has not objected to there use Mailing Address Division of Inland Fisheries • 1721 Mail Service Center • Raleigh, NC 27699-1721 Telephone (919) 733-3633 ext 281 • Fax (919) 715-7643 In addition to our normal monitoring procedures, we are cooperating with DWQ to evaluate the biological communities in these creeks If you need copies of these documents, please let me know and I will forward them to you ASAP We have easements established at the site and presently have the project out for bids by contractors We are planning to start construction August 1 Since this is a large site, we expect the project to last 3 months Starting according to schedule will allow us to go into the winter with a stable ground cover established Delays may result in our mabilrty to finish before winter Your quick review of this document will be appreciated Appendix 6 • • • DESIGN FOR- Big Warrior Creek - A, H, & W Farm Parameter Existing Reference Design Existing Reference Reference Desi n Reach Name or Info Source BWC-upper BWC-upper BWC-upper BWC-lower Bann Creek Basin Creek BWCIlower Stream Type B B ? Conditions Where Below small disturbed areas less than 1/4 acre per 100 ft of fence Practice Applies Where runoff can be stored behind the sediment fence without damaging the fence or the submerged area behind the fence Do not install sediment fences across streams, ditches, or waterways. Planning A sediment fence is a permeable barer that should be planned as a system to • Deposition occurs as the storage pool forms behind the fence The designer can direct flows to specified deposition areas through appropriate positioning of the fence or by providmg an excavated area behind the fence. Plan deposition areas at accessible points to promote routine cleanout and maintenance Show deposi- tion areas in the erosion and sedimentation control plan A sediment fence acts as a diversion if placed slightly off the contour This may be used by the design- er to control shallow, uniform flows from small disturbed areas and to deliver sediment-laden water to deposition areas Sediment fences serve no function along ridges or near drainage divides where there is little movement of water Confining or diverting runoff unnecessarily with a sediment fence may create erosion and sedimentation problems that would not otherwise occur Design Criteria Ensure that the drainage area is no greater than 1/4 acre per 100 ft of fence • Considerations retain sediment on the construction site The fence retains sediment primarily by retarding flow and promoting deposition In operation, generally the fence becomes clogged with fine particles, which reduce flow rate. Tlus causes a pond to develop more quickly behind the fence The designer should anticipate pond- ing and provide sufficient storage areas and overflow outlets to prevent flows from overtopping the fence. Since sediment fences are not designed to withstand high heads, locate them so that only shallow pools can form Tie the ends of a sediment fence into the landscape to prevent flow around the end of the fence before the pool reaches design level Provide stabilized outlets to protect the fence system and release stormflows that exceed the design storm Make the fence stable for the 10-yr peak storm runoff Where all runoff is to be stored behind the fence, ensure that the maximum slope length behind a sediment fence does not exceed the specifications shown in Table 6 62a C* Appendix 23 • Ensure that the depth of impounded water does not exceed 1.5 ft at any point along the fence • Table 6.62a Maximum Slope Length and Slope for which Sediment Fence Is Applicable If nonerosive outlets are provided, slope length may be increased beyond that shown in Table 6.62x, but runoff from the area should be determined and by- pass capacity and erosion potential along the fence must be checked The velocity of the flow at the outlet or along the fence should be in keeping with Table 8 05d, Appendix 8 OS. When joints are necessary, securely fasten the filter cloth only at a support post with overlap to the next post. 4. Support standard strength filter fabnc by wire mesh fastened securely to the upslope side of the posts using heavy duty wine staples at least 1 inch long, or tie wires Extend the wire mesh support to the bottom of the trench. 5. When a wire mesh support fence is used, space posts a maximum of 8 ft apart Support posts should be driven securely into the ground to a minimum of 18 in- ches 6. Extra strength filter fabric with 6-ft post spacing does not require wire mesh support fence. Staple or wire the filter fabnc directly to posts. 7. Excavate a trench approximately 4 inches wide and 8 inches deep along the • proposed line of posts and upslope from the bamer figure 6 62a) 8.
