NCDWQ Eric Alsmeyer, USCOE Lindsey Riddick, NCDOT FROM Micky Clemmons, NCWRC SUBJECT Stream Mitigation Construction Plan for AH&W Site DATE March 20, 2002 Enclosed is the construction plan for the Little Warrior Creek, AH&W stream mitigation site in Wilkes County As you know, we plan to do stream restoration at this site to accomplish the mitigation requirement NCDOT was given by the NC Division of Water Quality and US Army Corps of Engineers This obligation resulted from stream losses caused by the construction of Highway 421 in Wilkes County (Project R-2239 B) It is our understanding that this mitigation project does not require 401 or 404 pernuttmg, since it is being done to fulfill permit conditions However, those conditions do require your agency review and acceptance of the mitigation construction plan The AH&W site has been reviewed by the Mitigation Review Team, and this group has agreed that this is an excellent site on which to carryout this mitigation effort The enclosed mitigation construction plan details the stream work that we propose to do on Little Warrior Creek this site The work on Big Warrior Creek was submitted to your office last year and has, for the most part, been accomplished We have attempted to provide all of the information an individual might need to evaluate this plan, including existing conditions, channel design, reference reach information, sediment transport, erosion control practices, work sequence and notes to the contractors However, I also know that it is easy to overlook obviously important information when doing a plan Please let me know as soon as possible if you find a deficiency as you review this document I welcome constructive criticism of this plan and desire to make it as good as possible We would like to complete the review process by April 19, 2002 If I have not heard from you by this date, I will call to discuss the plan Mailing Address Division of Inland Fisheries • 1721 Mail Service Center • Raleigh, NC 27699-1721 Telephone (919) 733-3633 ext 281 • Fax (919) 715-7643 I have not included copies of our Planting Guidelines or Monitoring Protocol since these were submitted in the past, however, we plan to follow the guidelines in these documents for this project Your agency has reviewed these documents in the past and to my knowledge has not objected to there use In addition to our normal monitoring procedures, we are cooperating with DWQ to evaluate the biological communities in these creeks If you need copies of these documents, please let me know and I will forward them to you ASAP We have easements established at the site and presently have the project out for bids by contractors We are planning to start construction April 22, 2002 Since this is a large site, we expect the project to last 3 months Starting according to schedule will allow us to go into the heat of the summer with a stable ground cover established Your quick review of this document will be appreciated If you have any questions or comments please contact me NCWRC - Micky Clemmons office - (828) 452-6191 Old Fish Hatchery - Depot cell - (828) 506-9498 20830 Great Smoky Mountain Exp Waynesville, NC 28786
