TROGDON, III SECRETARY The North Carolina Department of Transportation (NCDOT) is proposing to extend by 10 feet a 40 foot long culvert in an unnamed tributary to Mud Creek to facilitate installation of guardrail along SR 1127 (Crab Creek Road) in Henderson County. The road shoulder at the culvert site is too narrow for guardrail posts. This project is covered under Nationwide Permit 14, but the site is not in a trout watershed identified by the NC Wildlife Resources Commission and the work is consistent with the other exemptions from U.S.Army Corps of Engineers noti�cation in the 2017- 2022 Final Regional Conditions. Please find enclosed a PCN application, maps, photographs with mark-ups, and other supporting project information. The proposed work will not affect wetlands or habitats that could support federally protected species. Tree clearing, bridge demolition, and percussive activity will not be required, so there will be no effect on species of bats. NCDOT best management practices will be used to minimize and control sedimentation and erosion. The road shoulders will be quickly stabilized after construction to prevent erosion. We have applied for dewatering of the culvert, as needed, to avoid excavation in the wet.
