I have spoken to management regarding this issue. DWR will continue to accept stormwater management plans designed in this manner for the future phases of the Flowers project. Please be aware however that the current stormwater rule for high density projects is that all BUA be treated through an SCM. You may want to consider looking into Disconnected Impervious Surfaces which is codified in the new MDC and can provide a means for some stormwater to bypass an SCM. I will do my best to finalize my review next week. This is the first time we have ever had an issue with the rear of the lots bypassing. We try to capture as much impervious area as practicable and let the rest bypass. Within reason of course. Please let me know what other information I can provide. I can provide multiple approvals regarding the treatment of stormwater in this manner, if it would help.
