The lot is 0.724 acres in size and was approved 08-27-97 (see attached Fig 2). We have a client that proposes to improve the lot with a 3 bedroom residence. Due to site constraints and usable soil location, the proposed septic drain field is located down hill from the residence toward Lake Norman. The proposed system and repair are specified as Prefabricated Permeable Block Panel Systems (PPBPS). This type of system utilizes a 50% reduction in needed drain line compared to conventional gravel systems (15A NCAC 18A. 1956 (3) (ii)). Therefore steps have been taken to minimize the area taken up by the septic system. This system type is very common to the Lake Norman area due to typical small lot sizes, and deep usable soil. The proposed PPBPS system, specifies one drain line that extends into Zone 2 of the Catawba Riparian Buffer (depicted on attached survey map as Red 73.2'). Due to the lots age of recordation/approval (8-28-97), we would like to obtain a letter of exemption for the potential impacting a small portion of Zone 2 of the Catawba Buffer using the criteria stated in 15A NCAC 02B .243 Section 6 under "Table of Uses". The repair system may never actually need to be installed, but the Iredell County Health Department has insisted that a letter from the NCDWQ be obtained for them to issue the permit. We have met with the Iredell County Health Department onsite, and they have approved the proposed drain field location and site plan. Attached is a survey depicting a site plan with proposed drain lines, with the bottom drain line extending into the buffer. Pretreatment to TS-1 standard is proposed for the repair system, since it imposes the 50' setback. If the repair system is ever installed, the ground will be stabilized and diffuse flow will be maintained after site activities have commenced.
