Prior to 1984, 30Q2 was the flow used to determine limits for toxic substances. So that
would appear to be why it was used in 1982 for the permit limit.

I've got the Duke - Belews Creek, (Roanoke Basin) permit and in 1982 a 30Q2 was used to
determine the selenium limit, (for both the lake and the later discharge to the Dan River).
Generally we use this flow statistic for aesthestics, (i.e. phenols, etc). Would you know off
the top of your head why this flow statistic was used to determine the limit?
