Duke Power Company NCSR 1908 Walnut Grove, North Carolina 27052 rX;WA DEN R Subject: Permit No. NCO024406 Authorization to Construct Belews Creek Steam Station Stokes County Dear Mr. McIntosh: A letter of request for Authorization to Construct was received June 16, 1998 by the Division and final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of facilities at the Duke Power- Belews Creek Steam Station wastewater treatment system discharging into an ash basin, which then discharges via NPDES-permitted Outfall 003 to the Dan River (Class WS -IV) in the Roanoke River Basin. Specifically, authorization is granted for the following construction activities: • Installation of an oil/water separator to treat gasoline -contaminated groundwater, with discharge of treated groundwater to the ash basin. This Authorization to Construct is issued. contingent on the following conditions: Following installation and start-up, the permittee will monitor on a monthly basis for the following parameters at Outfall 003: benzene, toluene. Suitable laboratory detection limits will be 1 ug/1. If concentrations are below levels of concern (i.e., benzene <1.19 ug/1; toluene < 11.0 ug/1) during the first six monthly sampling events, monitoring may be discontinued. Monthly monitoring results should be sent to: North Carolina DENR-DWQ, NPDES Unit, Attn: Tom Belnick, P.O. Box 29535, Raleigh, North Carolina, 27626-0535. If monitoring indicates that gasoline components are discharging to the Dan River at levels of concern, then the treatment system will be shut down until additional treatment system components, such as air stripping and/or granular activated carbon, are installed. • Recovered petroleum product will be drummed/tanked and disposed of with other petroleum product collected at the site, in accordance with applicable local, state, and federal regulations. This Authorization to Construct is issued in accordance with Part III, Paragraph B of NPDES Permit No. NCO024406 issued January 15, 1998, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No. NC0024406. Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The sludge generated from these treatment facilities must be disposed of in accordance with G.S. 143-215.1 and in a manner approved by the North Caroline Division of Water Quality. The Operational Agreement between the Permittee and the Environmental Management Commission is incorporated herein by reference and is a condition of this permit. Noncompliance with the, terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G.S. 143-215.6 for violation of or failure to act in accordance with the terms and conditions of this permit. Upon classification of the facility by the Certification Commission, the Permittee shall employ a certified wastewater treatment plant operator to be in responsible charge (ORC) of the wastewater treatment facilities. The ORC must hold a certificate of the type and grade at least equivalent to or greater than the classification assigned to the wastewater treatment facilities by the Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with the conditions of Title 15A, Chapter 8A, .0202. In the event that the facility fails to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement wastewater treatment or disposal facilities. The Mooresville Regional Office, telephone number (704) 663-1699, shall be notified at least forty-eight (48) hours in advance of operation of the installed facilities so that an on-site inspection can be made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with the NPDES Permit, this Authorization to Construct, and the approved plans and specifications. Mail the completed certification to: North Carolina DENR-DWQ, NPDES Unit, P.O. Box 29535, Raleigh, NC 27626-0535. One (1) set of approved plans and specifications is being forwarded to you. A copy of the approved plans and specifications shall be maintained on file by the Permittee for the life of the facility. This permit expires February 28, 2002. Groundwater at the Duke site is contaminated with gasoline (including free product), and remediation efforts have been ongoing since 1992 (free product skimming and vapor recovery). In order to increase groundwater remediation efforts, Duke Power is proposing to increase groundwater withdrawal in the area, and route this wastestream at a maximum flow rate of approximately 14 gpm (<0.02 MGD) through an oil/water separator. The removed petroleum product will be drummed/tanked and disposed of with other petroleum product collected at the site. The treated groundwater effluent will be routed to station sumps and then to the permitted ash basin, which has an average discharge of approximately 7.4 MGD to the Dan River. According to Richard Baker (Duke Power, 704-373-7889), conservative maximum concentrations anticipated in the groundwater are 390 ug/l (benzene) and 130 ug/l (toluene), and he expects petroleum removal up to 90% from the O/W separator. 2. NPDES Review: The specs for the proposed oil/water separator (Hydro -Flo Technologies, Model DP -4) state the unit is designed to provide effective treatment to a flow rate of 14 gpm. The average inflow rate for the Duke site is estimated to be less than 10 gpm, therefore the proposed unit is correctly sized. In addition, disposal plans for recovered petroleum product are specified. Currently, general permits for petroleum contaminated groundwater (gasoline) contain limits for TSS (30 mg/1), benzene (71.4 ug/1, or 1.19 ug/l for discharge to WS stream), and toluene (11 ug/1), with monthly monitoring requirements. Based on the available dilution in the ash pond prior to discharge to Dan River (Dilution= 7.4 MGD/0.02 MGD= 370x), Goodrich suggested that we proceed with ATC, but include some contingencies (including monitoring) to evaluate system performance. I've included the following contingencies in the ATC: 1) monthly monitoring for benzene and toluene for 6 months; 2) if monitoring results exceed general permit limits, treatment system will be shut down until additional treatment components (air stripper, GAC) are installed; and 3) recovered petroleum product will be drummed/tanked and disposed of in accordance with applicable local, state, and federal regulations. 3. Region Review: MRO review (dated 7/9/98) recommends this ATC be issued. MRO states that the proposed discharge from the oil/water separator is small relative to the ash basin and would have no measurable impact. 4. EEII Review. One Outfall #003 covered by the permit is for an ash basin discharge of approximately 7.5 mgd. This ATC is for an oil/water separator to treat contaminated groundwater at the Belews Creek Steam Station. The system will generate a flow of less than 0.03 mgd which would be discharged to the ash basin. This small volume of additional water to the ash basin would have no measurable impact to the ash basin discharge.
