Subject: Belews Creek Steam Station (BCSS) — Stokes County
Temporary and Permanent Pumping Systems
Withdrawal of Water from Dan River to Belews Lake
Per our recent discussions, approval for temporary pumping of water from the Dan River to raise
the lake level of Belews Lake will lie necessary again this winter to ensure uninterrupted power
production by BCSS in 2010. The current lake level is tracking the levels recorded in 2001 and
2007. Based on the BCSS operating experience during the drought conditions of 2001-2002,
2007, and 2008 and the increased evaporative loss due to the new flue gas desulfurization systems
operation in 2008 and 2009, construction of a permanent pumping system is proposed in 2010.
Enclosed are 3 copies of the completed preconstruction notification (PCN) form with the required
information needed for coordination of review by the Division of Water Quality (DWQ) and
other appropriate agencies. Included with the PCN submittal are copies of past DWQ
authorizations to operate the temporary pumping system. Approval to install and operate the
temporary system again this fall and winter is requested immediately. Approval for construction
of the permanent pumping system is needed as soon as possible in order to have the system
available in November 2010 for operation on as needed basis per available river flow.
