The proposed project splits the base flow of the stream into 2 barrels. This practice has been rejected in recent years in Merger
and other projects. I rarely see this, but lately a few have been showing up. Attached are comments on another project (in
Yancey Co. in 2016) where concerns about this practice were voiced and a brief literature review (mainly FHWA publications)
was provided. Also attached is an email conversation from 2014 where I indicated my concerns, making sure I wasn’t over-
reaching, and Marella’s reply with her thoughts on it. I received a couple other brief replies in agreement, but received no
disagreement. I’m not sure why the news that this practice is inappropriate has not gotten out to all those that design waterway
crossings, but we need to try to correct that.

I believe a redesign is needed for this project in order to minimize impacts; to maintain the natural dimension, pattern and
profile of the waterway through the crossing; and to avoid the negative impacts that can occur from splitting the base flow of
the stream. Is there a reason proper flow can’t be maintained through this crossing? Project designers always try to avoid bents
in the water when planning for a bridge, avoiding a wall in the middle of a stream would seem to be even more important.
