Specifically, there are riparian buffer impacts, associated with a open bottom stream crossing and stormwater bypass installation. Avoidance and Minimization 1a Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Project is utilizing and open bottom culvert to avoid stream impacts and minimize riparian buffer impacts. The crossing was designed at a perpendicular angle and the amount of fill needed has been reduced to a minimum to provide only necessary cover. Impacts to the riparian buffer for the outlet pipe of the stormwater constructed wetlands has been aligned and designed to minimize impact to the riparian buffer and avoid impacts to the receiving stream. Impacts to streams have been avoided throughout the project site. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Per the project engineer: There are only 2 stormwater outlets. One is from the storm drainage outlet on Howdenshire Court which discharges to an NCDOT rip rap scour hole for diffuse flow. The other is a stormwater "bypass" from a stormwater treatment device. Similar to a level spreader, the treatment volume ("first flush") is not directly discharged to the stream at this treatment device. The treatment volume is treated twice actually (first in the dry pond; and next in the bioretention basin). All of the treatment volume is infiltrated at the bioretention basin with no direct discharge to the stream. Only the larger storm "bypass" flows are taken directly to the stream. The proposed device will be reviewed and approved by the Town of Knightdale, a delegated municipality with the authority to review and approve stormwater plans and devices within their jurisdiction. The applicant requests that a conditional Riparian Buffer Authorization be considered, allowing the applicant to provide the final Stormwater Management Plan Approval once authorized by the Town of Knightdale.
