Ron,
As we discussed, I will send you a letter this week outlining the costs for installation and operation for the period
beginning with the anticipated install date through the period June 30, 2009. This will coincide with the State's
fiscal year, since billing will be made through the NC Division of Water Resources. The letter will ask that you
respond to the Director of the NC Division of Water Resources, with a copy to our office, indicating that you will
accept billing for this new gaging effort.
We look forward to working with you on this important data collection effort.

Your cost for installation and annual operation of both gauges was approved. Do you need payment before getting
landowner approval and starting installation or will the department bill Duke Energy separately for the capital and
operating costs? For our accounting purposes, we probably would send separate checks for the capital cost of
installation and for the annual operating cost.

Attached is a proposal for a streamgage and raingage installation on the Dan River in the vicinity of the old USGS
Pine Hall gage. I understand that the subject of adding a raingage came up during the site visit and I have
outlined the streamgage and raingage items separately for both the one-time capital costs for installation as well
as the annual operation and maintenance costs.
If you have any questions about the attached proposal don't hesitate to call. We look forward to hearing from you
regarding this potential installation.

Ron,
I spoke with Doug Walters and Geoff Cartano who visited the site last week and they did indeed indicate that the
old location at Pine Hall was still a suitable site for re -installation of a new streamgaging station on the Dan River.
I will get a proposal out to you early next week outlining the costs and a proposed timeline for installation.
And regarding the question about turning the gage off for some periods, we generally have annual funding
agreements for operation and maintenance of our streamgages. Additionally, USGS gage instrumentation
typically monitors river stage and we must visit the site over a range of river stages to measure discharge or
streamflow and establish a rating or relation between river stage and streamflow. The rating, which relates river
stage to streamflow, will be developed as soon as enough measurements can be obtained over the range of
expected streamflow. So, if we turn the gage off for some time and did not visit it to verify the stage data collection
was functioning properly or continue to measure streamflow under varying conditions particularly as large events
may change the channel conditions at the site, we might need to start over on a rating making it difficult to report
timely streamflow information.

According to the staff at Belews Creek Steam Station, the location of the old gauge and the building was located .
during the site visit with Doug and Geoff today. Once you discuss the details of the condition of the site with them,
please provide the next actions needed for installation and yearly maintenance costs, as well as additional costs
for installation of a rain gauge at the same location.
