Dear Mr. Hinds:
On April 11, 2017, Min Xiao of this office met with Paul Smith, ORC, to perform a Compliance
Evaluation Inspection of the wastewater treatment system serving Cranbrook Village. The
inspection findings are detailed below and an inspection checklist is attached.
I.Permit
The current permit became effective October 1, 2016, and will expire at midnight on June 30,
2021.A copy of the permit was not available during the inspection. Please keep one copy on-site.
II. Self-Monitoring Program
The DMRs were reviewed for the period January 2016 through December 2016. There was a limit
violation for Fecal Coliform parameter in July, 2016 (permit limit is400/100m1, actual value was
2,420/100m1). In regards to permit monitoring requirements, it was noted that all sampling was
performed per the frequencies specified in the permit.
III. Flow Measurement
The permit requires weekly instantaneous flow monitoring. The flow is manually measured using
the v-notch weir in the contact chamber.
IV. Sludge Handling and Disposal •
Solids are removed approximately once per month from the in-ground digester by Carolina Septic
Tank Company with disposal at the City of Greensboro POTW.
V. Operations and Maintenance
The treatment system and the in-ground sludge holding tank are operational but have rusted
everywhere and have started to deteriorate.
VI. Facility Site Review
The existing wastewater treatment system consists of the following: a single-train aboveground
package plant with flow splitter box (split between aeration basin and influent pump station to
control the flow), aeration basin, secondary clarifier, tablet chlorinator box (no tubes), contact

chamber,tablet dichlorination tubes and effluent discharge pipe. The old in-ground package plant
is used for sludge holding and is not aerated. The bar screen has been removed from the
treatment system.Please note that the audible alarm of influent pump station was not operational
due to circuit failure, and the circuit box showed signs of corrosion.Please repair the system and
make the alarm operational.
VII.Records/Reports
A review of the operator's logs indicated that all records are being maintained according to the
• permit. A comparison of the November 2016. DMR with the ORC's on-site records and laboratory
''' results from Pace Analytical showed that flow,pH,temperature,chlorine,BOD,NH3-N,TSS,and
Fecal Coliform data were transcribed correctly onto the monitoring report.
VIII. Effluent/Receiving Waters
The system discharges into Little Alamance Creek, class"WS-W;NSW"waters in the Cape Fear
River Basin. The effluent was observed to be clear during the inspection.
