We should be receiving written confirmation of stream locations towards the end of the week from Gary Kreiser. There is one place on the plans that we will be getting additional topo survey and relocating a sewer line. I'll get you updated construction drawing and updated Buffer/Stream impacts as soon as they are ready. Second, I have attached a letter from Cara Conder, with RES, stating that Buffer and Wetland Mitigation is available through their bank. Brian J.P. I have made a request to Stephanie Goss for field determinations to be made. I'd like to submit all of my revisions back to you. That way you can be reviewing while we wait on the field determinations. If there are any additional revisions from your review, I can make them prior to the field determinations. I am confident the field determinations will result in no additional changes, but we can address those if needed. We are getting close to being ready to advertise/bid this project, so I'd like to take advantage of all review time we can. Please advise if this plan is acceptable to you. Below you will find additional or revised questions/comments which I would like a response to via email. - Appendix 3, Buffer Impact Exhibits, C-1.05 — You noted that this is a non -perpendicular crossing. The Table of Uses states, "Impacts other than perpendicular crossings in Zone 2 only is allowable and impacts other than perpendicular crossings in Zone 1 are allowable with mitigation." Please review this area again and submit map revisions and/or PCN buffer impact table and/or mitigation calculation revisions, as appropriate. After reviewing Appendix 3, Buffer Impacts Exhibit, C-4.02, it appears as though all impacts are located in Zone 2. As mentioned previously, the Table of Uses states, "Impacts other than perpendicular crossings in Zone 2 only is allowable and impacts other than perpendicular crossings in Zone 1 are allowable with mitigation." It was noted during our conversation that the impacts in question are non -perpendicular. Please comment on mitigation requirements, as it appears as though mitigation is not necessary within this impact area. This may require map revision and/or PCN buffer impact table and/or mitigation calculation revisions. - It was noted during our conversation that 0.216 acres of permanent wetland impacts will occur, 0.522 acres of temporary wetland impacts will occur, resulting in a total of 0.738 acres of wetland impacts. This amount includes the 20' and 30'permanent utility easements. As mentioned, General Certification 3884, Condition 17 allows for only a 15' permanent easement. Any exception from this condition requires a specific request and justification by the applicant (via email) for review by DWR. - After reviewing the Soil Survey Map and USGS Map, it appears as though there may be additional stream impacts within the surrounding area of the proposed project site. A complete review of the project cannot be conducted until a site visit has been conducted by the Raleigh Regional Office, and all stream impacts have been verified. I will contact the Regional Office to provide them with an update on this project. Please complete and submit the Stream Determination form for the Raleigh Regional Office, located here. - Lastly, after the above comments have been addressed and resolved, an official letter from Resource Environmental Solutions is required with the buffer mitigation credits. I am required to develop a formal additional information request letter which will also be mailed to the applicant. In the letter, I can include all items addressed above, or give you a week to address some of the issues. Please let me know if you have any questions or concerns. Thanks, April April R.
