RE�Ea� 202 MacKenan Court MEQIDWR Cary, NC 27511 APR SUBJECT: Compliance Evaluation Inspection P,81�9�&�5�� 0n Meadow Ridge Subdivision - Water Treatment Plant Discharge NPDES Permit No. NCO088927 Guilford County Dear Mr. Becker: On March 31, 2017, Min Xiao of this office met with Mr. Peter Dealing to perform a Compliance Evaluation Inspection on the NPDES wastewater discharge from the Meadow Ridge WTP. The system was found to be compliant with the NPDES permit. The inspection findings are detailed below and an inspection checklist is attached. I. Permit The current permit became effective March 1, 2017, and will expire at midnight on February 28, 2022. The changes that Fluoride and Zinc parameters were added for monitoring purpose were mentioned during the inspection, but none of the chemicals used in this facility contain Fluoride or Zinc. II. Self -Monitoring Program The DMRs were reviewed for the period February 2016 through January 2017. The facility was only found to be non-compliant with monitoring frequency of Turbidity in August 2016. Flow, pH, and Total Residual Chlorine are measured by the operator. The rest of the parameters (Total Suspended Solids, Turbidity, Total Iron, and Total Manganese) are tested by Water Tech Labs, Inc. III. Facility Site Review The components of the filter backwash system consist of four green sandfilters followed by liquid dechlorination. Calcium thiosulfate solution was used as the dechlorination chemical prior to backwash discharge. Operations and Maintenance The backwash process occurs every four days or when 45,000 gallons of well water has been treated, whichever comes first. The water used for backwash is treated well water. The operations and maintenance of this plant were performed excellently by the operator. V. Records/Reports The operator did a good job of keeping his visitation log, results of monitoring parameters, and records of operation process. A comparison of October 2016 DMR with the field records and laboratory results revealed that Flow, pH, Turbidity, TSS, Chlorine, and Iron had been correctly transcribed. The unit of Manganese was reported in mg/L in Water Tech's laboratory results, however, the data of Manganese were directly put into DMR without converting the units from mg/L to ug/L. Please correct it in the following DMRs. VI. Effluent/Receiving Waters The system discharges into the headwaters of a tributary of Kings Creek, class `B" waters of the Roanoke River Basin. Because of the high concentration of iron in well water, the backwash discharge was observed to be yellowish. After several minutes, the discharge became clear.
