I have enclosed a set of plans, a PCN package for NWP #14, and a vicinity map relative to the
proposed bridge replacement project on SR 1726 High Peak Road in Burke County, NC.
We propose to replace the existing single span 20' T' bridge with a double barrel reinforced
concrete box culvert (11' wide x 8' high x 38' long) with a low flow barrel and sills. Stream
slope at the site is 3.6%. Culvert installation will result in permanent impact to 38 linear feet
(LF) of McGalliazd Creek with an additiona193 LF of bank stabilization. Temporary impacts to
100 LF of the stream are necessary for dewatering/diversion during construction. The stream is
approximately 6' wide and 6" deep with a predominately sand, gravel, and small boulder
substrate; bedrock is present upstream. It is classified as Class WS-N. Two unnamed tributaries
(UT) are present and join the creek immediately upstream of the bridge. The first, UT ],
measures 1' wide and 2" deep and has a sand and gravel substrate. UT 2 is 2' wide and 3" deep
with a sand, gravel, and large cobble substrate. Approximately 58 LF of the bank stabilization
mentioned above will be placed along these UTs where they join McGalliard Creek.
Existing channel morphology will be maintained upstream and downstream of the culvert.
Riparian vegetation will be reestablished along disturbed areas associated with the project.
Stormwater will be diverted through grass-lined ditches or vegetated buffers prior to entering
streams.
This project may impact potentially suitable northern long-eared bat (Myotis septentrionalis)
(NLEB) summer roosting habitat via tree clearing. Following the SLOPES protocol from
Conditiou 3.13 Northern Long-Eared Bat—Endangered Species Act Compliance in the
Final Regional Conditions of the 2017 NationWide Permits, the project is Iocated outside of a
red HUC. The bridge was surveyed for bats or evidence of their usage; no bat or sign of usage

was seen. Approximately two trees will be cleared for the project. No effect on the remaining
Burke County list of federally protected species (threatened or endangered) or designated critical
habitat will occur.
As a part oF the 401 Certification process, the project was processed through the DOT
Programmatic Agreement for Minor Project as required by Section 106 of the National
Historic Preservation Act of 1966 and GS 121-12(a). No Historic Resources will be affected.
These forms are attached for the Corps file.
This project does not fall within a designated trout watershed as described in Condition 2.7
Trout Waters in the Final Regional Conditions of the 2017 NatronWide Permits. Therefore,
comments from the North Carolina Wildlife Resources Commission Westem Region Coordinator
are not necessary.
By copy of this letter, we are asking the Area Roadside Field Operations Engineer to comment
on the above project. McGalliard Creek is classified as Class WS-N. The project will not
require a trout buffer variance.

necessary for an impervious dike/diversion to dewater the work area during construction. 58 LF of the 93 LF of
bank stabilization will be placed along the UTs where they join McGalliard Creek. Equipment used will include
excavator, crane, and trucks.

NCDF.(�-DMS will conunit m implemenf sufficient compensatory stream mitigation credlts to offset the impacts
associated with this project as defermined by the regulaCory agencies using the delivery timeline listed in Section
C.3.c.iii of the In-Lieu Fee Instrument dated July 28, 2010. If the above referenced impact amounts are revised, then
this mitigation acceptance Ietterwill no longer be valid and a new mitigatim� acceptance letter will be required from
NCDEQ-DMS.
