The proposed wetland impacts are less than 0.10 acres and do not require written approval from NCDWR. However, we are requesting an email from NCDWR confirming that written approval is not required for our files. The project is ±7.0 acres in size and is located at 7261 Carolina Beach Road In Wilmington, New Hanover County, North Carolina (Latitude: 34.078224°N; Longitude: -77.893250°W). The project is located in the White Oak River basin and onsite waters drain to Intracoastal Waterway (ICWW). The Water Quality Classification for ICWW is SA; HQW and the Stream Index Number is: 18-87- (30.5). The cataloging unit for the site is 03020302. Proposed Project The purpose of the proposed project is to construct a self -storage facility to serve the demand for southern New Hanover County. The proposed project consists of the construction of a self -storage facility, containing four buildings, roads, parking, utilities, and stormwater management. Project History The Corps of Engineers issued an Approved Jurisdictional Determination (AID: SAW -2013-00142) for the proposed project area on 07/03/2013, which has been provided as an Appendix. Proposed Impacts The proposed impacts consists of 0.082 acres of permanent wetland impacts. The proposed 0.055 acres of permanent wetland impacts (Impact A) will occur from construction and grading associated with Building 2. Avoidance and Minimization Prior to site plan design, the applicant requested that a detailed wetland delineation be conducted so that impacts to wetlands and "waters" could be minimized. Impacts have been significantly minimized through revisions to the site plan, as well as reconfiguration of the buildings and stormwater management pond. Wetland Impact A has been minimized through the design and location of Building 2. Building 2 was originally planned 60'x 350' resulting in 0.209 acres of impacts but through design modification has been reduced to 45'x 300' resulting in only 0.055 acres of impacts. Building 1 was reduced in width and shifted west and north, allowing Building 2 to be moved west to minimize impacts to Wetland A. Wetland Impact B has been minimized through the positioning of Building 3 and modifying the design of onsite stormwater BMPs and parking areas. Through the final proposed design, Wetland Impact B was reduced to 0.027 acres of impacts, which originally was designed to eliminate Wetland B entirely. The original site plan (August 2016) for the Southern Storage project has been provided as an Appendix. The revisions to the proposed site plan have resulted in the loss of approximately 2,150 sf of space, which will result in a loss of total storage units upon construction. The proposed project has been designed to minimize wetland impacts to the greatest extent possible while maintaining a feasible project. Mitigation Since the proposed permanent impacts are less than 0.10 acres, the applicant does not propose mitigation. Stormwater Management Plan The stormwater management plan consists of constructed wet detention pond with a secondary BMP that will be an infiltration basin designed to infiltrate the difference between the 1 -year pre and post peak flows. Onsite BMPs will discharge stormwater at non-erosive rates into a 30' drainage easement. The stormwater management plan will be reviewed and approved by New Hanover County. The current request is for 0.082 acres of permanent wetland impacts (see the attached maps and PCN for details). Please feel free to call if you have questions or require additional information. WR reviewed the NC Natural Heritage Program database, located at http://www.ncnhp.org/web/nhp/home to identify if there were any known occurrences of endangered species on or near the proposed project. The review of the NHP data identified six occurrences of federally listed threatened or endangered species within 1.0 miles of the project, see attached NCNHP project review letter. Of the six federally listed species identified within 1.0 miles, five were marine species for which there is no potential habitat within the project area, and therefore the project will have no effect on these species. The only federally listed species within 1.0 miles of the project for which there was potential habitat for was the northern long-eared bat. Site reviews did not identify any potential habitat for any federally protected species known to occur in New Hanover County, except for the Northern Long Eared Bat. Potential habitat for the northern Long-eared bat (NLEB) is listed as mature forest with trees over 3" DBH, which is used for roosting during the day. The proposed project area contains forested areas with trees over 3" DBH, and therefore is considered potential northern long eared bat habitat. The USFWS Final 4(d) rule for the Northern Long-Eared bat specifies that tree removal within the White Nose Syndrome (WNS) Zone is not prohibited as long as it occurs more than 0.25 miles from known hibernacula and does not result in destroying known occupied maternity roost trees, or any other trees within a 150 ft-radius from the maternity tree, during the pup season (June 1 — July 31). The proposed project is not located within 0.25 miles of any known hibernacula, nor is there any known maternity roost trees present on the project. Therefore, WR concludes that the project "may affect, but is not likely to adversely affect" the northern long-eared bat. 6. Essential Fish Habitat (Corps Requirement) 6a. The EFH mapper classifies the Myrtle Grove Sound, located approximately 1700 If east of the proposed project, as Essential Fish Habitat. However, the project will have sediment and erosion control measures in place to prevent sediment from escaping into downstream waters, as well as onsite water quality treatment of stormwater per the county and state stormwater permits, which will prevent adverse impacts to Essential Fish Habitat within the Myrtle Grove Sound. 7.
