NC 28202 Ki m ey >>> Horn Page 2 • Jurisdictional Determination Request The project is located east and south of the intersection of Eastway Drive and N Tyron St. in the City of Charlotte, Mecklenburg County, North Carolina. Existing land use in the vicinity of the project includes mixed hardwood forest and recreational fields (Eastway Park). The 404/401 (NWP 27) application presents site conditions evaluated by Kimley-Horn staff (Chris Tinklenberg, PWS) on May 23, 2016. The stream delineation was performed by utilizing survey prepared by a licensed surveyor (verified by Kimley-Horn). The proposed project seeks to restore/stabilize 190 linear feet of an Unnamed Tributary to Briar Creek. The project will require 10 linear feet of temporary impacts to install impervious dikes and a pumped diversion to allow for work in dry conditions. The project will utilize natural channel design techniques to address the instabilities within the stream channel. In -stream structures, including boulder sills, constructed riffles, and step pools will be used to create grade control, provide in -stream habitat, enhance aquatic life passage through the project area and to help protect the banks. Overall, the design seeks to stabilize the channel, reduce erosion, elevate the channel bed, improve in -stream habitat and geomorphology, and replace/protect utilities. The project will result in 190 linear feet of permanent impacts to non -wetland waters of the US and 10 linear feet of temporary impacts from the restoration activities. The project will result in a net loss of 15 if of non -wetland waters of the US from implementing natural channel design techniques to return the channels to their natural bed and the repair/removal of extremely tight meanders caused by severe erosion which has added additional stream length. REQUESTS FOR CORPS APPROVAL OF SURVEY PLAT Prior to final production of a Plat, the Wilmington District recommends that the Land Surveyor electronically submit a draft of a Survey Plat to the Corps project manager for review. Due to storage limitations of our administrative records, the Corps requires that all hard- copy submittals include at least one original Plat (to scale) that is no larger than 11"x17' (the use of match lines for larger tracts acceptable). Additional copies of a plat, including those larger than 11"x17', may also be submitted for Corps signature as needed. The Corps also accepts electronic submittals of plats, such as those transmitted as a Portable Document Format (PDF) file.
