9. PROJECT DESCRIPTION
The project site is located at 6442 Quail Run Road, off Greenville Loop Rd., adjacent to the Cedar Island
Basin, in Masonboro Sound, in New Hanover County. To locate the property from Oleander Drive (NC
Highway17), turn onto Greenville Loop Road and travel west approximately 1.5 miles just before Bradley
Creek Elementary School. Turn left onto Old Military Road and travel east approximately 0.5 miles until
you reach Quail Run Road. Turn right onto Quail Run Road and the property of interest will be located
on the left.
The property consists of approximately 6.53 acres and the average elevation ranges from approximately
3.5 to 27.5 feet above normal high water (NHW). Upland vegetation consists primarily of hardwood
species such as Live Oaks and other woody species such as Pine trees. The property borders Cedar
Island Basin/canal, which is also shared by the adjacent riparian property owners and the residents of
Cedar Island directly across the basin to the east from the property of interest.
The property has approximately 250 linear feet of shoreline which is stabilized by an existing timber
bulkhead. Waterward of the bulkhead is a swath of coastal wetlands varying in width from approximately
3 to 15' consisting primarily of Spartina alterniflora. The applicant maintains an existing private docking
facility into the Cedar Island Basin/canal. The existing pier is approximately 20 feet in length by 6 feet in
width. An access ramp then leads onto an existing floating dock, measuring approximately 30 feet in
length by 8 feet width, which runs perpendicularto the shoreline and channel. There is a section of floating
dock measuring approximately 10' in width and approximately 22' in length at the end of the perpendicular
portion of the floating pier running parallel to the shoreline. There are two floating finger piers, one
extending from the northern side of the main portion of the floating dock measuring approximately 16' in
length by 5' in width and running parallel to the shore and a second extending southward and measuring
approximately 25' in length and 5' in width. The application states that existing docking facility
accommodates up to five (5) vessels in water depths ranging from -1' to -4' at NLW (See sheet 1 of MP -
4).
The New Hanover County/City of Wilmington Land Use Plan 2006 Update classifies the adjacent waters
as Conservation, and the adjacent high ground portion of the project area as Resource Protection. In the
project area, the waters of Cedar Creek are classified as SA, by the NC Division of Water Resources,
and they are CLOSED to the harvest of shellfish. These waters are designated as Primary Nursery
Area (PNA), by the NC Division of Marine Fisheries.
PROPOSED PROJECT:
The applicant proposes to replace an existing private docking facility within the Cedar Island Basin. Once
the existing docking facility is removed, a new raised walkway measuring approximately 6' wide by 25'
long running perpendicular to the shore will lead to another portion of raised walkway measuring
approximately 6' wide by 15' long running parallel to the shore. From the raised walkway a fixed pier
measuring approximately 6' in width by 19' in length will run in an easterly direction into the basin. From
the southern edge of the end of the fixed pier will be a gazebo measuring approximately 20' by 20'. From
the end of the fixed pier a ramp will lead to a floating section of pier running perpendicular to the shore
and measuring approximately 6' in width by 16' in length. At the terminus of this section of floating dock

will be a larger floating dock running parallel to the channel and measuring approximately 100' in length
by 10' in width. From the western edge of the southern portion of the floating dock there will be a
boathouse measuring approximately 14' by 28' with a 14' by 14' boatlift inside. There will be another 14'
by 14' boatlift on the western edge of the northern portion of the floating dock. The application also states
that the new facility would accommodate up to six (6) vessels in water depths of approximately -1 feet at
NLW to -4 feet at NLW (See Page 3 of 4).
The Cedar Island boat basin was originally permitted and dredged in 1969 under Federal permit # 26-69
and State Permit #184. Maintenance dredging was performed in 1977 and 1989 through State permit
#208-89. Most recently CAMA Major permit #9-03 was issued for maintenance excavation on 1/14/03
and it expired at the end of 2006. The applicant proposes to conduct maintenance dredging in the footprint
of the docking facility in an area of approximately 30' in width by 150' in length to a final depth of -4' at
NLW, removing approximately 400 cubic yards of material by bucket to barge excavation (See Page 3
and 4 of 4). The depth of -4' at NLW will connect to current water depths of -4 at NLW at the edge of the
dredge footprint. The dredge spoils will be taken approximately 0.5 miles to Shore Acres Co. property
behind US Army Corps property (AIWW DA_0248). Permission to dispose of materials on Shore Acres
Co. property was obtained by Maritech via email on 3/20/17.
10. ANTICIPATED IMPACTS
The construction of the new docking facility would incorporate approximately 1,333 additional square feet
of Estuarine Waters and Public Trust Area, within an area essentially usurped by the existing docking
facility. The proposed facility would extend approximately 41.5 feet into the waterbody, which measures
approximately 177 feet across, thus conforming to the'/ width rule. The proposed walkway, measuring
approximately 25 feet in length by 6 feet in width and 15 feet in length and 6 feet in width would be located
within the 30 -foot buffer and would impact approximately 240 sq. ft. of high ground. The proposed
structures would be located within the applicant's riparian access area and would not encroach into the
adjacent 15' riparian corridor setback requirements. The proposed 30' wide by 150' long by -4' at NLW
deep excavation will disturb approximately 4500 square feet of shallow bottom habitat and remove
approximately 400 cubic yards of muddy sand material. Once excavated the dredge spoils will be placed
on a nearby dredge spoil island. Minor increases in turbidity should be expected during excavation and
construction.

To whom it may concern,
On behalf of Mr. Glenn Meyer, we are applying for a CAMA Major Permit to
construct a new dock facility at this location. Currently there is a dilapidated facility
that consists of 5 slips which will be removed entirely prior to the start of this
project. Mr. Glenn Meyer would like to accommodate 4 vessels (2 large vessels and
2 runabouts). We are proposing to install a 6'x19' fixed pier, 20'x20' gazebo, 4 -
piling boat lift, boat house with integrated boat lift, 8'x100' floating dock, and
dredging around floating dock structures to a depth of -4' below NLW (please see
attached drawings).
Mr. Meyer purchased this 6.4 acre property with 250' of water front because
of the location in Cedar Creek Basin, a deep water basin that is well protected and
suitable for dockage of larger vessels and has a history of dredging. The basin was
originally authorized in 1969 under state permit #184 and federal permit 26-69.
Since then the basin has been maintained regularly, and most recently has dredging
under state permit 9-03 that expired at the end of 2006.
After speaking with Mr. Meyer and understanding his vision for the dock
facility, we designed the facility to accommodate two larger vessels (45-65') and two
runabouts (16'-35'). We are proposing a large floating dock (100' length) to
accommodate the 2 larger vessels (45'-65'); we have classified this as (4) 25' slips to
stay consistent with local regulations but are intending this to be used as dockage
for 2 vessels.
Robb Mairs has met with us on several occasions for site visits and has
helped us in positioning and design of the facility in order to comply with local DCM
regulations.
