Subject: Nationwide Permit # 14
Bridge 110218, SR 1737 Flat Gap Road
State Project No. 17BP.13.R.42
Burke County, NC
Dear Ms. Beckwith:
JAMES H. TROGDOrr, III
SECRETARY
I have enclosed a set of plans, a PCN application for NWP #14, and a vicinity map relative to the
proposed bridge replacement project on SR 1737 Flat Gap Road, Burke County, NC. Please
replace the Wetland Permit Impact Summary Table included in the plan sheets with the attached
Amended Impact Summary Table.
We propose to replace the existing single span 18 feet long timber bridge with a double barrel
reinforced concrete box culvert (8 feet wide x 4 feet high x 42 feet long) with a low flow barrel
with sills and baffles. Stream slope at the site is 2.79%. Culvert installation will result in
permanent impact to 42 linear feet (LF) of Double Branch with an additional 60 LF of bank
stabilization. Temporary impacts to 120 LF of the stream are necessary for dewatering/diversion
during construction. The stream is approximately 6 feet wide and 6 inches deep with a
predominately sand and gravel substrate. It is classified as Class WS-IV. An unnamed tributary
(UT), measuring 3 feet wide and 2 inches deep with a sand and gravel substrate, enters the
project corridor approximately 25 feet upstream of the bridge. The UT will not be impacted.
Existing channel morphology will be maintained upstream and downstream of the culvert.
Riparian vegetation will be reestablished along disturbed areas associated with the project.
Stormwater will be diverted through grass-lined ditches or vegetated buffers prior to entering
streams.
This project may impact potentially suitable northern long-eared bat (Myotis septentrionalis)
(NLEB) summer roosting habitat via tree clearing. Following the SLOPES protocol from
Condition 3.13 NoMhern Long-Eared Bat—Endangered Species Act Compliance in the
Final Regional Conditions of the 2017 NationWide Permits, the project is Iocated outside of a
red HUC. The bridge was not surveyed for bats or evidence of usage because the beams were

too low to allow access; they were approximately 2.5-3 feet above the stream. No tree will be
cleared for the project. No effect on the remaining Burke County list of federally protected
species (threatened or endangered) or designated critical habitat will occur.
As a part of the 401 Certification process, the project was processed through the DOT
Programmatic Agreement for Minor Project as required by Section 106 of the National
Historic Preservation Act of 1966 and GS 121-12(a). No Historic Resources will be affected.
These farms are attached for the Corps file.
This project does not fall within a designated trout watershed as described in Condition 2.7
Trout Waters in the Final Regional Conditions of the 2017 NationWide Permits. Therefore,
comments from the North Carolina Wildlife Resouroes Commission Western Region Coordinator
are not necessary.
By copy of this letter, we are asking the Area Roadside Field Operations Engineer to comment
on the above project. Double Branch is classified as Class WS-N. The project will not require a
trout buffer variance.
By copy of this letter, I am forwarding one electronic copy of the application package to Kristi
Lynn Carpenter, NC Division of Water Resources, Transportation Permitting Unit with cc to
Kevin Barnett, NC DWR Asheville Regional Office for review and comment. Please charge the
application fee of $240.00 to WBS element # 17BP.13.R.42. Please forward comments directly
to the Corps with copy to Division 13 Environmental Officer.
Your eadiest consideration for this request would be greatly appreciated. If you have any
questions or information needs, please contact me at (828) 251-6171.
Sincerely,
