The Swan Quarter Park gazebo will be built on pilings in an octagonal shape with salt
treated lumber. The roof will have cedar shingles. The railings will have a lattice type
design and a slatted floor. A slatted boardwalk that is 6 to 8 feet wide and sloped
according to handicapped accessibility rules and regulations and will meander back to the
striped area of the county parking lot.
The area will be landscaped with native grasses and shrubbery so as not to interfere with
the drainage openings as well as the edge of the ditch or the inside of the sheet piling that
was used to form the dike.
The gazebo will have wooden benches built in as well as informational plaques telling
visitors about the salt marsh eco system they are viewing.
There will be 3 roofed picnic tables similar to those found at the Swan Quarter Ferry
Landing. These tables will be placed on concrete pads. O u+ d ; r. par. an btf4Gr
There will be one trash bin where the boardwalk meets the county parking lot.

RE: Request for Extension of North Carolina Public Beach and Coastal
Waterfront Access for the Swan Quarter Community Park, Contract
Number S07007
Dear Mr. Thayer:
This letter serves as a formal request to extend the time period for the above
referenced grant from June 30, 20o8 until December 31, 2oo8.
As you are aware, Hyde County was awarded the grant as of the ist day September
2006 and the contract is scheduled to terminate on June 30, 20o8. As we
discussed on the telephone and as former Washington District Planner Fred
Landa, and Washington District Employees Kyle Barnes, Terry Moore and Steve
Trowell are also aware, the lot on which we proposed to build the Swan Quarter
Community Park, was under construction for the majority of the grant period
by the contractors who were building the dike around Swan Quarter. We could
not even begin to start the project until all permits were issued; however, permits
could not be issued until the construction was completed and we knew exactly the
configuration of the land parcel that we had to work with.
In the meantime, Jane Hodges has been working diligently with Kyle Barnes of
the Division of Water Quality to obtain the necessary permits for the property. In
their most recent conversation, Kyle has informed Jane that we should have the
permit by May 30, 20o8. We have also paved the parking area and marked the
spaces that will be available for parking at the community park, as the parking
area was not affected by the construction work on the dike.
We feel that once all permits are issued, we will be able to advertise for
contractors under Hyde County's procurement procedures in order to begin site
preparation and construction of the project.
We so much appreciate all the North Carolina's Department of Environment and
Natural Resources has done for us in helping to make this project a reality. We
feel that providing public access to the waterfront is critical to the future growth
of Hyde County's economy and will serve as a tool to attract more visitors to the
community.
As always, it is a pleasure to work with you and the employees of NCDENR's
