HomeMy WebLinkAbout20150053 Ver 1_Meeting Minutes_20071129US 64, From West of NC 281 at Lake Toxaway to Indian Creek Transylvania County, TIP Protect R-2409C 11/29/07 Meeting Purpose • The purpose of this meeting is to discuss revisions to R-2409C since the 10/10/06 interagency meeting on this project NCDOT has revised the alternatives to avoid the small whorled pogoma plant population and to reduce stream impacts Protect Description and Purpose An Environmental Assessment is underway for upgiadmg this 1 5-mile, two-lane portion of US 64 near Lake Toxaway US 64 has narrow lanes and shoulders, sharp curves, and a design speed that is lower than the posted speed linut of 35 to 45 mph Slow moving trucks with trailers encroach into opposing lanes of traffic while maneuvering through the sharp curves The project proposes to correct roadway deficiencies, improve safety, and improve traffic flow by straightening the roadway where possible, providing standard-width travel lanes and shoulders, and adding a westbound climbing lane Alternatives Studied in Detail • Alternate 2 realigns portions of the roadway to provide flatter horizontal curves and achieves a mimmum design speed of 30 mph This alternative has been revised to avoid impacting the small whorled pogonia plant populations by following the existing roadway in the aiea of the plants, keeping the current shoulder and cut slope in place on the north side Alternate 2 will be studied in detail in the Environmental Assessment • Alternate 4 corrects more of the alignment deficiencies, straightens curves, and increases the design speed to 40 mph This alignment avoids the small-whorled pogonia plants by following the existing roadway in the aiea of the plants It keeps the current shoulder and cut slope in place and rejoins the Alternate 3 alignment west of the plant population This alternate provides the highest level of improvement and will be carried forward in the project study Alternatives Eliminated from Further Consideration • Alternate 1 follows the existing alignment without flattening any of the sharp horizontal curves This alternative maintains a mimmum design speed of 20 mph This alternative was eliminated from further consideration because it does not meet the purpose and need Alternate 1 does not sufficiently address the roadway deficiencies since it does not improve sharp curves in the alignment Although it includes wider lanes, a climbing lane, and paved shoulders, trucks will continue to have difficulty remaining in the travel lanes in the sharp curves Of the 38 horizontal curves in this alternate, 25 would need 10 feet or more of additional pavement width to prevent trucks from encroaching into oncoming travel lanes Some would require as much as 25 feet of additional width Alternate 1 would require high costs for little benefit, and would be similar to the no-build condition • Alternate 3 corrects more of the alignment deficiencies, straightens curves, and increases the design speed to 40 mph This alignment passes behind the small-whorled pogoma plants, and the plants would remain on high ground above the road beds on either side This is not a desirable condition from the USFWS perspective and would not minimize the effect on the plants For this reason, Alternate 3 was eliminated from further consideration Small-whorled pogoma • A Small-whorled pogonia population (8 plants) was identified in June 2006 It is located on the north side of US 64 at the eastern end of the project, approximately 50 feet from the existing road • Alternatives 2 and 4 avoid the population by following the existing alignment in the area of the plants - " ?6,1 k1 Wow 0 Gorges Sta a Park Gorges State Park is part of the NC State Parks System and is located along the south side of US 64 at the western end of the project All alternatives would require tempoiaiy constiuction easements of peimanent use of paik land M?
