Looks like a developer is planning to get a permit to widen some of the road for their subdivision thru Express. Even though the NCDOT permit was completely separate, I'd keep in mind their impacts when thinking about things cumulatively ...in case they get near mitigation thresholds. We went from a 45ft pipe to a 60ft pipe with up to 5 linear feet of rip rap permitted beyond the inlet and outlet. This work was completed and rip rap was used to armor the ends, with little to no rock actually extending beyond the pipe ends. Late yesterday I found out that now a developer for a neighborhood just North and to the right of this cross line wants to widen the road through here to add a turn lane. A Pat somebody from Baker Engineering Consultants called and asked if we they could piggy back on our permit to include their work to lengthen the pipe on the inlet? I let him know that NCDOT would not be willing to modify our permits for their work. Through our encroachment agreements, developers must get their own permits. It turns out that he was calling me from the site, where he was meeting someone with the NCDWQ 401 express permitting office, so I told him it sounded like he was well on his way to getting his own permits - but I urged him not to forget to include the USACE in this discussion. As soon as Wally signs the Certificate of Completion, we will send that to you. I've attached pictures of the site so you can see what this looked like when we finished.
