ProjectDescription: NCDOT Division 7 intends to replace Bridge No. 7 on SR 2427, Benaja Road, over Benaja Creek. The project review request included a study area 1056 feet long (appro�mately 321.87 meters) and 100 feet wide (30.48 meters). This study area will be considered the Area of Potenrial Effects (APE) for the purposes of the archaeology review. Thus, for the purposes of this review, the APE is estimated to encompass an area of slighdy more than 2.42acres (roughly .98 hectare). SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department ofTransportation (NCDOT) Archaeology Group reviewed the subjectprojectand determined.• � There are no National Register listed ARCHAEOLOGICAL SITES within the project's area of potential effects. � No subsurface archaeological investigations are required for this project. ❑ Subsurface investigations did not reveal the presence of any archaeological resources. ❑ Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. ❑ All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121- 12(a) has been completed for this project. � There are no National Register Eligible or Listed ARCHAEOLOGICAL SITES present or affected by this project. (Attach any notes or documents as needec� "NO NATIONAL REGISTER ELIGIBLE OR LISTED ARCHAEOLOGICAL SITES PRESENT OR AFFECTED form for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 1 of 5 Project Tracking No.: l 5-04-0024 Brlefdescrlption ofreviewactivYties, results ofreview, and conclusions: As noted on the Survey Required Form dated May 14, 2015, no previously identified archaeological sites were recorded within the proposed APE for the replacement of Bridge No. 7. However, as noted on that form, several archaeological sites have been recorded in somewhat similar physiographic setrings roughly 2.5 kilometers (more than 1.55 miles) northeast of Bridge No. 7 along the upper reaches of the Haw River (including sites 31Rk77, 31Rk78, 31Rk79, and 31Rk80). These sites are recorded in the same type of soils (Banister loam, 0-4 percent slopes, rarely flooded) as are found along the second alluvial terrace to the northeast of Bridge No. 7(htt�://websoilsurve�.nres.usda.gov/a�/WebSoilSurve�.as�x). While aerial photographs of the project area suggest that much of this ares has been disturbed by the railroad and commercial development, some intact areas may remain. Additionally other areas of somewhat higher probability for archaeological resources may exist in the project area as well. An archaeological reconnaissance to determine the need and scope of investigations for further archaeological investigation was recommended. On July 17, 2015 NCDOR archaeologists Shane Petersen and Paul Mohler conducted a complete walkover survey and visual inspection of the project APE. At the northern end of the proposed APE, nearly all of the project area has been significantly altered through the construction of a residential neighborhood, highway construction and the easement for a rail line. A one-inch auger core was taken in the small portion of the APE between Dover Road and the rail line to the west of SR 2427 revealing eroded subsurface soils immediately below the thin rootmat. On both northern and southern sides of Benaja Creek the first alluvial terrace appeared to be dominated by low hydric soils with standing water in some areas. The southern end of the proposed APE was dominated by strongly sloping physiographic features as the area transitions from first to second alluvial terraces. The portion of the APE mapped as exhibiting Banister loam soIls has been completely altered by the construction of a self-storage facility with adjacent areas having been graded and in some areas paved with asphalt or gravel that has become overgrown (giving the appearance in aerial photographs of being less disturbed than they were). Intact National Register of Historic Places-eligible archaeological deposits are very unlikely in any of these areas. No further archaeological investigations are required for the replacement of Bridge No. 7 on SR 2427, as currendy proposed. Should the project change, further consultation will be necessary. The project as described should be considered to be compliant with Section 106 and NCGS121-12a.
